Sub: Permission for loading of parcels at intermediate station for ‘Indented
Parcel trains’.

Intermediate unloading of parcels has been permitted in case of ‘indented Parcel
trains’, vide Board’s letter under ref-(ii). However, at present, there is no provision for
loading of parcels at intermediate station for ‘indented Parcel trains’.

2. In this regard, suggestions have been received from Railways to permit loading of
parcels at intermediate station for ‘indented Parcel trains’, so as to boost revenue from Parcel
traffic.

3. The matter has been deliberated upon, and it has been decided to permit loading of
parcels at intermediate station for ‘indented Parcel trains’, subject to the following conditions:

i. Charging of the freight shall be for the complete distance, i.e. on end-to-end basis.

ii. Full rake shall be indented at the originating station, for the total number of Parcel
Vans, NMG, NMGH, NMGHS, GS coaches, AC coaches, etc., in compliance to the
minimum composition, as notified for these coaches, and their amendments (if any)
issued from time-to-time. In this regard, details of loading to be done at intermediate
station (if any) shall also be endorsed in the Forwarding Note.

iii. Only 01 (one) intermediate loading shall be permitted, irrespective of the distance
covered by the train.

iv. In such cases, one P.W. Bill shall be issued by the originating station, reflecting the
total freight collected from the originating to destination station, and a supplementary
P.W. Bill shall be issued free of cost for the intermediate station where parcels will
required to be loaded. Loading of the parcels shall be permitted at the intermediate
station after production of the supplementary P.W. Bill (either electronically i.e. e-
P.W. Bill or physically) by the consignor/ his representative at that station.

The original/main P.W. Bill must be endorsed with remarks regarding details of
number of packages, tonnages, name of the intermediate station where loading will
take place along with the corresponding supplementary P.W. Bill No.

Similarly, the supplementary P.W. Bill so issued must also be endorsed with
remarks that ‘Total freight has been collected vide original P.W. Bill No....’,
along with other relevant details.

The intermediate loading station must be open for handling of parcel traffic, and shall
lie on the same route.

Attaching/ detaching (shunting) of Parcel Vans, NMG, NMGH, NMGHS, GS
coaches, AC coaches, etc. at the intermediate station shall not be permitted.

En-route loading shall normally be done in not more than 15 minutes on passenger
platforms, or in not more than 2 hours at Parcel terminals or goods-sheds. However,
the concerned Zonal Railway may permit loading time of up to 30 minutes at
passenger platforms, subject to operational feasibility.

In case of detention of train beyond the prescribed time, on account of loading of
parcels at intermediate station by the party, demurrage charges shall be recovered for
the entire rake, as per the extant rules.

Intermediate loading at goods-sheds shall be permitted only with the prior permission
of concerned Zonal Railway. Railways shall grant permission for loading at goods-
sheds considering all the relevant operational issues (such as utilization of the goods-
shed, congestion, ease of placement and removal of rake, etc).
