CHAPTER 12  
COMMERCIAL DEPARTMENT 
 
12.1   Introduction  
This Department is the backbone of Railway and deals with generation of revenue and keeps the 
entire record of expenditure incurred for running of the railway system. The financial planning is 
entirely dependent on income received from passenger and freight services. 
The Narrow Gauge section between Nagbhir and Itwari which is being converted into Broad 
Gauge track is already operational for more than 100 years and commercial activities are already 
in vogue and as such no extra infrastructure for commercial activities will be needed initially. 
However, considering the fact that goods traffic will also move on this new Broad Gauge 
section, facilities for freight traffic will need to be provided. Required infrastructure is hence 
covered in the estimate as per Railway Board guideline.  
To have an idea of further expansion required from time to time the various functions carried out 
by the Commercial Department of the Railway are given in the following paras: 
12.2   Functions of Commercial Department

Passenger Marketing  
d) Claims Department  
The Commercial Department is responsible for the marketing and sale of the transportation 
infrastructure provided by the Railway, for creating and developing traffic, for securing and 
maintaining friendly relations with the travelling and trading public and for cultivating good 
public relations generally. The fixing of rates, fares and other charges and the proper collection, 
accounting and remittance of traffic receipts are also among its functions. 
The important matters proposed to be dealt by the Commercial Department are: 
a) 
Rates and fares; 
b) Claims for refund and for compensation; 
c) 
Prevention of Claims; 
d) Marketing & Sales; 
e) 
Passenger Amenities; 
f) 
Inter-model Co-ordination; 
g) Traffic Surveys; 
h) Research and Development; 
i) 
Catering and Vending; 
j) 
Ticket checking; 
k) Commercial Statistics;

12.3   Marketing & Sales 
The main functions of Marketing & Sales Organization in the Railways are: 
a) To explore new areas for developing new streams of traffic and to improve the quality of 
service provided to traders by maintaining close liaison with them and to ascertain and 
solve their problems in connection with expeditious transportation of their goods. 
b) To plan and provide inter-modal services combining the advantages of Rail & Road 
Transport like Freight Forwarder Service, Container Service and Quick Transit/Speed link 
Services. 
c) To take up measures to arrest road competition and to have coordination between Rail and 
Road Transport. 
12.4   Public Relations 
The Public Relations Organization of the Railways is under the control of a Public Relations 
Officer whose main functions are: 
a) To give wide publicity to the various measures adopted to improve passenger services and 
facilities provided to the trading public; 
b) To convey public suggestions and grievances to the various departmental officers 
concerned;  
c) To correct misstatements made in the Press; 
d) To educate railway staff to be alive to their duties and responsibilities as public servants, 
especially in the matter of courtesy to the public; 
e) To endeavor to educate the travelling public in the rules of health, hygiene and  courtesy, 
and co-operate with th
