Sub: Extending use of Smart Card.

Railway Board have already made a policy for issué-of Smart Card vide letter
No.TC 19/2419/2000/Smart Card dated 06.3.2000 (copy enclosed) for reducing cash
handling at counters. It helps the Railways in three ways:-

(a) itreduces cash handling at the counter.
(b) It expedites the transaction at the counter
(c) it improves the cash position and cash flow with the Railways.
It is in this light, above broad policy framework was prepared by Railway Board.
Under the policy three kinds of Smart Cards were prescribed ~ for individuals, corporates
and service agents.
The smart card for individual and corporates will be known as Rail Suvidha
Card. .
There are three basic applications where the Smart Card can be useful: -
I. Issue of MST/QST and Platform tickets by Ticket Vending Machines न
the pilot project for TVM has been very successfully implemented by
Central Railways on five stations viz. CSTM, Dadar, Ghatkopar, Thane
and Kalyan.
2. For issue of PRS tickets, a Smart Card reader can be attached which
should be interfaced with the PRS terminal and passenger can give smart
card as one of the options for mode of payment. ‘

3. The transactions for Military personnel involving Military Warrants, a
pilot project for the same has been cleared by Board for implementation at
Jammu Tawi station. For a transaction, Military Warrants time taken is
very high and use of smart card makes 8 transaction expeditious and also
helps in better accounting of the transactions and preparation of
accounting reports.
Zonal Railways may meke out their own strategies for increasing the usage of
Smart Card to meet the objective of gradual reduction of cash handling as per policy
directive issued by Board as mentioned above. However, Zonal Railways should draw a
proper procedure order covering accountal of all transactions with traffic accounts.

. cost of Rs. 2.68 crores.
Board has pruncd down the scope of the work to Rs. 48.75 lakhs. Necessary
sanction is being separately issucd for above work.
Broad guidelines for the Smart Card for above pilot project is enclosed herewith
which should be observed and all the types of cards should be developed wilh proper
securily features and fool proof accounting system. “
Agsociation of Traffic Accounts is necessary for development of the system and
procedure, .

GUIDELINES FOR PILOT PROJECT OF SMART CARDS
Smart Cards are basically debit cards and which are fast becoming
' instruments for cash transactions. There are numerous benefits of smart cards.
it facililates the customer and makes monetary transactions safe, secure and
seamless.
Indian Railways Smart Card will be of throes types -- हि
