Sub: Clarification regarding appointment of STBS.

Please refer to this office letter of even number dated 24.10.2013 (CC No. 66 of
2013) regarding appointment of STBS at ‘E’ category stations.

2. Clarifications have been sought by Zonal Railways on this account, which have
been examined in consultation with Finance Directorate of Ministry of Railways. The
clarification sought andcomments thereon are as under:-

Should STBS set up his own
counters or he can be allowed to
function in the _ existing
counters.
Should STBS himself issue
tickets or he can hire others for
this purpose.

Remarks
STBS shall function from the existing counter.

STBS may hire additional person as -per
provisions of para 5 (v) & (vi) of instructions
issued vide CC No. 66 of 2013. However,
Zonal Railways may issue necessary
uidelines to check and prevent subletting.
A candidate who opts for the least
commission in the 4% commission slab on an
annual turnover basis will be selected for
appointment.

STBS are to be appointed only on tender
system.

Criteria for selection of STBS.

Upper age limit. Para 4(b) of instructions issued vide CC No.
66 of 2013 prescribed for minimum age limit
of 18 years. Further, Zonal Railways can
prescribe working guidelines within the
framework of the scheme as per para 5 (xv) of
the instructions issued vide CC no. 66 of
2013.
Agreed to. Para 5 (ix) of the instructions
issued vide CC no. 66 of 2013 should be
modified as under:-

Para 5 (ix) - “STBS will be authorized
to issue cash tickets only. The STBS operator
