COMMERCIAL CIRCULAR NO, _ 69/2009 CIRCULAR NO._ 69/2009 Sub: On board audio/video information dissemination and entertainment system. Instructions have been issued to the Zonal Railways for installation of On Board Audio/Video information dissemination and entertainment system in trains. It has been brought to the notice that Board’s letter no 2004/TG-V/19/1 dated 1.10.09, advises Railways to stop playing of instrumental music in all trains/public places till the consideration of legal dispute/issue regarding payment of license fees/Royalty for playing music in trains The matter has been examined and it is clarified that the circular on audio video information dissemination and entertainment system (Commercial Circular no 70/2008) ctearly stipulates that the party will be responsible for obtaining copyrights for all video/audio CDs and cassettes. As such Board’s letter no 2004/TG-V/19/1 dated 1.10.09 will not be applicable for the contracts to be given under Commercial Circular no. 70/2008 This also disposes of ECoR’s létter no CCM/55/Comml Pub/Audio/Video information/524 dated 25.11.2009 1 Nos. c4 दी ' (४.
