Sub: Installation of Automated Teller 
Machines (ATMs) at 440 locations over 
Indian Railways. 
 
(Commercial Circular No. 65 of 2007) 
 
      In continuation of this office letters of even number dated     
11-08-2006 (Commercial Circular No.67 of 2006) and dated 07-12-
2006 (Commercial Circular No.104 of 2006) regarding installation of 
ATMs by State Bank and its Associates and six other nationalized 
Banks, it has been decided to allow nine other Banks namely Indian 
Overseas Bank, Syndicate Bank, UCO Bank, UTI Bank, HDFC Bank, 
ICICI Bank, J & K Bank, Bank of India and Bank of Rajasthan to 
install ATMs at 440 locations as per details given in the annexure.  
 
These Banks will be allowed to install ATMs on the same terms 
and conditions on which six nationalized Banks were allowed to install 
711 ATMs. Banks have been asked to complete installation of ATMs 
before 31.3.2008. Zonal Railways may take all necessary steps to 
ensure expeditious installation of ATMs at the railway stations. It may 
also be ensured that installation of ATMs should not be delayed on 
account of Railways.  A list indicating clarifications on the various 
queries made by zonal Railways in connection with installation of 
ATMs is enclosed for ready reference.

CLARIFICATIONS ON INSTALLATION OF ATMs ON INDIAN RAILWAYS 
 FOR READY REFERENCE. 
 
 
(i) 
There is no restriction on the number of ATMs to be installed at a station. 
(letter no. 2006/TG-I/ 10/P/ATM/Pt.I dated 21.11.2006) 
 
(ii) 
The rates of licence fee to be realized from these Banks have been finalized 
as a package deal and no additional charges except those mentioned in 
Standard Agreement/MoU are to be realized from the Banks. (letter no. 
2006/TG-I/ 10/P/ATM/Pt.I dated 21.11.2006) 
 
(iii) 
At those stations where more than one bank has opted for installation of 
ATMs, the sites shall be allotted through draw of lots after the allocation of 
sites to SBI and the 6 other nationalised banks with whom MoU has been 
signed earlier. (Letter No. 2006/TG-I/10/P/ATM/Pt.I dated 18.01.2007)  
 
(iv) 
Licence fee should be realized on the basis of correct category of the station 
available on the records of the zonal Railway. (letter no. 2006/TG-I/ 
10/P/ATM/Pt.I dated 20.02.2007) 
 
 
(v) 
In case incorrect zonal Railway has been shown for a particular station, the 
Bank may be asked to get in touch with the zonal Railway concerned and 
Ministry of Railway may be informed of this change. (letter no. 2006/TG-I/ 
10/P/ATM/Pt.I dated 20.02.2007) 
 
(vi) 
With a view to accelerate the installation of these ATMs, no security 
deposit for electricity will be asked for from the Banks as has been done for 
State Bank and its associate as well as other six nationalised Banks. 
However, electrical installation charges will be recovered as per extant

(vii) 
Zonal Railway concerned can permit substitution of station within the 
category only. However, changing D category station with E category 
station and vice versa is permissible on payment of license fees as due, 
within a zonal railway (letter. no. 2006/TG-I/ 10/P/ATM/Pt.I dated 
21.11.2006) 
 
(viii) 
The provision of ATMs through tender process is separate from that advised 
vide these office letters dated 11/08/2006, 07-12-2006 and that being 
advised now. Hence zonal railways should go ahead with installation of 
ATMs for which tenders have been invited. In case there is difficulty in
