             Please refer to Board’s letter of even number dated 04/06/2006(commercial 
Circular No.55 of 2006)  where it has been advised that suitable guidelines should be 
issued to all concerned to allow free entry to SOFT members to station platforms 
without purchasing platform tickets by showing the SOFT card.  
 
             These instructions were reiterated vide letter no .2004/ TG I / 10 / P/ SOFT 
dated 04/12/2008.However still complaints are being received where SOFT members 
are being penalised and harassed when found in the platform without platform 
tickets. 
 
Ministry of Railway desire that suitable guidelines may be issued to the 
Sr.DCMs / DCMs so that all concerned particularly the Ticket Checking staff are 
well conversant with the features of SOFT scheme with a specific emphasis on this 
particular feature i.e. as an incentive to subscribe to the SOFT scheme, the members 
have been allowed free entry in station platform without purchasing platform ticket 
by showing SOFT card. A suitable mechanism may be devised for dissemination of 
this information so as to ensure awareness among the ticket checking staff and the 
officials.
