_ Sub: Scheme for upgradation of full fare paying Passengers.
The scheme for upgradation of fult fare paying passengers hes been introduced in
ali Mail/Express traina having sleeping accommodation w.e.f.24/02/2006. As per
provision of the scheme, upgradation is permitted to the next higher class only and also to
the extent of clearance of the combined waiting list of all classes in a particular train. It
was, however, observed that at times, although there was waiting iist in 8 particular lower
class, ft was not feasible to upgrade the passengers on the following three grounds
i) When there was overbooking in a particular class art yecant accommodation
was not available in the next higher class but in the class higher than the atxt
higher class og. there was waiting list in Sleeper class but no yacant
accommodation evailable in JAC but vacant accommodation was available in 2
AC.
Hi} There was Waiting List in Sleeper class but option for upgradation was filled as
“NO” by all the passengers of next higher class i.e. 3" AC.
“iif} = No upgradation takes place against the berths kept vacant for booking across the
“<2, The matter has been reviewed and the following decisions have been taken: -
a) «© Instead of permitting upgradation of passengers to the next higher class only,
upgradetion may be permitied by jumping one class, if necessary, For example,
sleeper class passengers can be upgraded, if required, to 2% AC and 3” AC
passengers tay be upgraded, if required, to FAC. , 7
b) if all the confirmed passengers of a particular class have not opted for epgradetion to
higher class, then RAC aod thereafter wait-lisied passengers of that class would be
wpgraded to the next Higher class. RAC/Wait-lited passengers would be upgraded
respective of the option exercised by them in te requisition slip.
©) The minimum sumber of berths to be kept vacant for booking at the current booking
counters for each train will be revised as follows: -
However, in the tains where ulilisation of existing number of berths being
earmarked for booking across the counter is high, the zonal railways concerned may
review the booking pattern and railway may advise the actual number of berth: to be
carmarked for the train concermmed for current booking to PRS, This in no case should be
higher than the existing number of bertha being kept for booking across the current
3. CRIS will take necessary action to modify the software, wherever required and
will intimate the date from which the changes will be piven effect, wo zonal railways
concemed under intimation to this office
This issues with the concurrence of Finance Directorate of Ministry of Railways.
