Sub: Unreserved Ticketing Ticketin

A Pilot Project has been sanctioned for Northern Railway for developing a system
of Unreserved Ticketing. This pilot project is being executed for Delhi Area covering 23
stations and Zonal Server will be located at IRCA, New Delhi and these 23 stations will
be provided dumb terminals which will be connected to Zonal Server. The detailed
specifications of UTS is given in the Annexure A.

There are two more systems which are the existing SPTM System and the second
system is as proposed by Southern Railway Committee on SPTMs in which most of the
shortcomings of the existing systems will be removed with revised specifications as
proposed.

Following plans may be made by your Railway:-
1. EXISTING SYSTEMS

There are two major shortcomings which are required to be removed in the
existing SPTMs. The existing printer is required to be replaced by either the
thermal printer or specifically designed ticketing printer which can issue tickets
securely. Instructions about specifications of these printers are being issued
separately. In the meantime, no orders should be placed for existing type of
SPTMs. As soon as instructions for revised type of printers are received, ZRs are
required to replace the printers with more secure printer in a very short span of
time in order to remove the frauds.

The second aspect of the system is Central Accounting hence the ticketing PC
(CARS) of the existing SPTMs is required to be connected to Zonal Server and
such Servers shall be located at Delhi, Chennai, Kolkata, Mumbai and
Secunderabad for the respective locations. This also is required to be done in a

2. SPTMs WITH REVISED SPECIFICATIONS

The report submitted by Southern Railway committee is under consideration of
Board. Instructions will be issued from Board as soon as the report is accepted.
These SPTMs of necessity are required to be connected to Zonal Servers. as in the
case of systems explained above.

The SPTMs with revised instructions will only be at those stations as designed in
the Annexure B.

3. UNRESERVED TICKETING SYSTEM (UTS)

UTS will be implemented on Zonal Railways depending upon successful
completion of pilot project at Delhi. In any case, at important metros such as
Mumbai (where MST/QST system is already existing today), at Delhi where the
system will be implemented fully and also at Calcutta (covering ER,SE), Chennai
and Secunderabad, UTS along with dumb terminal will be implemented.

As regards proliferation of UTS terminals vis-a-vis revised SPTMs it will be done
on need base depending upon availability of reliable telecommunication channels,
outcome of the pilot project in Delhi, Finance concurrence and sanction, etc.

In the near future, it is expected that all three systems will co-exist.

Thus, CCM/PMs of Eastern, Central, Southern and South Central may kindly
send a vetted estimate for the UTS system covering Mumbai (WR & CR), Eastern (ER &
SE), Secunderabad and Chennai, the scope of which should be limited only to these
metros, to start with.

The process and the system as suggested above will be the broad policy for
unreserved ticketing.

The detailed specifications and cost parameters may be taken from CRIS or from
NR for framing your estimate.

This may be sent quickly by 31.7.2002 after duly vetting and approval of
competent authority so as to enable the Board to take further action in this matter.

. ACTION PLAN FOR UNRESERVED TICKETING (UTS)

Unreserved ticketing is required to be improved in next three years.
For this purpose comprehensive plan has been made. The end objective is to
develop a parallel ticketing system similar to one like PRS and it will be
called
