Sub : Revision of existing haulage rates and other charges for Special
Coach/Tourist Car/Saloon and special trains for high officials.
Board has decided to revise the existing haulage rates and other charges
for booking of Special Coach/Tourist Car /Saloon for high officials under rule No.
314 under Coaching Tariff No. 25 part 1, Volume I. Rule No. 314 may be read as
under:-
1.
Registration Charges cum Security Deposit: Rs. 10,000/- will be collected
as registration charge cum security deposit per coach and will be payable at the
station where the proposed journey will commence. Of this half will be retained as
security deposit and the balance amount will be adjusted against the fare payable
at the time of booking.
2.
Minimum distance of charge: The minimum distance for charge for special
coach/Tourist Car/Saloon will be 500 Km separately for outward and return
journey.
3.
Charges:
The charges for Special coaches/tourist cars/Saloons will be
computed point to point on the basis of full adult Mail/Express fare of the
concerned class for the actual number of persons travelling or the marked carrying
capacity of the coaches whichever is more. For reckoning carrying capacity, AC
Tourist Cars and AC Saloons will be equated with AC First class and non-AC
Saloon and First Class tourist cars will be equated with First Class Coaches and
Second-class Tourist cars with second-class coaches. Four wheeler/six wheeler
saloons will be charged half the above capacity, MG AC Saloon will be charged as
for an AC First Class Coach (18 berths).

Service Charge: A service charge of 30% of the fare will be levied.
5.
Empty Haulage Charge: When Special Coaches/Tourist Cars / Saloons
runs empty from the base station to the originating station and is released prior to
a station other than destination station, empty haulage charge will be levied for flat
500 kms or for the actual distance hauled empty which ever is more between the
station at which the coach is released and the base station. Empty haulage
charges will be levied at FTR (basic fare).
6.
Safety surcharge: Safety surcharge will be levied at rates prescribed.
7.
Superfast surcharge: Superfast surcharge will be levied at rates prescribed
in Coaching Tariff No. 25 part II.
8.
Reservation fee: Reservation fee will not be levied additionally.

9.
Detention charge: Detention charge will be levied for detention of Special
Coachs/Tourist Cars/ Saloons at the request of the party at the starting,
intermediate or destination stations. Detention charges will be levied without
giving any free time at the rate indicated below:-
Rates per hour or part of an hour
AC coach
Parcel AC Coach
Rs. 400
Non-AC coach
Minimum charge
Rs. 1500/-.
Other terms & conditions mentioned in rule No. 305 to 313 of IRCA
Coaching Tariff No. 25, Part I (Volume I) will be applicable for booking and
charging of Special Coachs/Tourist Cars/ Saloons.
These instructions will take effect from 20.1.07.
This issues with the concurrence of the Finance Directorate of the Ministry
of Railways.
Necessary instructions may be issued to all the concerned immediately.
