Please find enclosed herewith the Sanitation Manual meant as guidance ‘

for improving the sanitation and modernisation of the‘process of cleaning

The guidelines given in the manual are for making action plan for the
future. a

rhe suggestions given in the manual are not administrative orders. The
administrative orders are covered in Board's letter of even number dated 24.9.99,
Wherever any of the action plan is required to be executed, an
administrative order with concurrence of Zonal Railway Finance and clearance

from Law branch’ should invariably be issued by the Zonal Railway. All tenders
should be on open tender basis, with two packet tendering

In the,"Year of Passenger’ it would be desirable if a serious effort is made
by the Zonal Railways to improve the sanitation at the slalions.

There ‘are'7000 stations on Indian Railways and at least as many railway colonies

The cléantiness standard jn the Railway prethises and on the trains leave much to

be desired. The’systems processes and: supervision. are very poor and there is a need for

complete revamp. Some of the basic problems in the areas of sanitation are given below-~

(i) Cleanliness function is looked after by.four Departments i.e. Commercial, Medical

Engineering, and Carriage’-& Wagon. There is no unified structure or an
otganisation with proper technical expertise. Often there are conflict areas
