Vide Board’s letter of even no. dated 11.04.2007 (Commercial Circular No. 37 of 2007), Ministry of Railways have communicated that the management of bookstalls at ‘A’, ‘B’ & ‘C” categories of stations will be undertaken by IRCTC. Accordingly, Bookstalls at ‘A’, “B’ and ‘C’ categories are being managed by IRCTC and Bookstall at ‘D’, ‘E’ and ‘F’ categories of stations are managed. by Zonal Railways . . However, Some of the Zonal Railways have submitted to Board that M/s A.H. Wheeler and Co., and M/s Higginbothams, the major bookstall operators on Indian Railways are operating bookstall at ‘D’, ‘E’, & ‘F’ categories of stations under single agreement. Moreover, out of 430 bookstalls on Indian Railways operated by the major bookstall agencies viz. M/s A.H. Wheeler and Co., and M/s Higginbothams only about 50 stalls are ‘at ‘D’, ‘E’ and ‘F’ categories of stations. As such managing their stalls under different agencies will create accountal and management problems for both the Railways and IRCTC . - The matter has been examined in consultation with Finance and it has been decided that . all the bookstalls operated by the major bookstall operators viz. M/s A.H. Wheeler and Co., and” M/s _Higginbotahms may be managed by IRCTC irrespective of categories of stations ं This disposes of Central Railway’s letter no.
