Sub: Comprehensive instructions for Provision of Passenger
Amenities at Stations

The question of categorisation of Stations based on passenger
earnings, norms and scale for provision of passenger amenities at various:
stations has been under consiceration of Ministry of Railways. The matter
has been reviewed by the Land Managément Directorate of-the Boag cl'
Office in consultation with the Commercial and Finance Directoraté ‘and
comprehensive instructions for provision of passenger amenities at
Stations have been issued vide letter No.94/LM(B)/2/175 dated 13.9,99, a
copy of which is enclosed for ready reference. The following actions
should be taken by the Commercial Department of your Railway:-

{i) Stations should be categorised in six catogories i.e A,B,C,D,E and F
depending upon the earnings as per the norms given in Annexure 'A' of
the letter mentioned above

(ii) Action should be taken to ensure availability of minimum essential
amenities as per the prescribed scale at all the Stations.

(ii) Action should also be initiated to augment the amenities at the
Stations to the recommended scale as per Annexure 'D' ः

(iv) A list of desirable amenities which are basically meant to improve
customer satisfaction and interface process at the Stations has been
indicated in Annexure 'E', The quantum of desirable amenities would
depend upon the category of station, Railways should initiate process, for
provision of desirable amenities and need not wait for complete provision’
of recommended amenities

Sad Comprehensive instructions for Provision of Passenger Amenities
at Siations

- Vide this office letter of even number dated 185-95 (Ann.P-24 of Engg. Standing Order

No.1i ie Compendium on .Passenger Amenities), deiailed guidelines were issued for

provision/augmentation of the existing Tacilities at stations in a planned tranner, The amenities

were categorised into ‘Infrastructural Facilities’ and Passenger amenities’. Tho stations were
categorised into five categories | *

Based on the suggestions and views of the Railways, some maoglifications have been
approved by Board in the instructions issued in 1995. Revised guidelines on the provision of
Pussenger Amenities are enclosed. |

Important highiighis of the proposed guidelines are :

rt) The amenities are. now classified as " Minimum Essential Amenities",

“Recommended Amenities" and "Desirable Amenities". .
(i) ‘The criteria for categorisation of stations has been modified in order to classify

stations with heavy passenger traffic, in'A’ and 'B' categories.

(iii) In order io accord them higher priovity, suburban stations have been

categorised in ‘C’ category. )

(iv} One more category ie. ‘F’ has been added in the category of stations to cover all

-halt stations |

(v) The scale of facilities to be provided as a part of the Minimum Essential

Amenities has also been specified

(v) While the Minimum Essential Amenities 1s per this scale should be available

at all the stations, efforts should be made by the Railways to augment these to the

recommended scale as per Annexure D to this letter

(vi) A list of Desirable Amenities for provision over and. above the Minimum

Essential and Recommended Amenities, in a planned manner, 13 Iso included
