Please refer to this office letter of even number dated 17/02/1999 (copy enclosed) on the subject quoted above, wherein it has been advised — that the zonal railways may delegate the powers to various levels. In pursuance of these instructions, Western Railway had issued detailed guidelines on this issue wherein inter-alia it has been advised that a person applying for group booking should apply directly to the competent authority and not through the travel agents. Ministry of Railways desire that this provision may be implemented by all Zonal Railways. This provision will not be applicable for the reservation sought (Lone ba in favour of Foreign Tourists/NRIs.
