Please refer to this office letter’ NO.TC-I1/2910/2003 dated 26-03-2003

(Commercial Circular No.19 of 2003) regarding adjustments in Passengers fares

effective from 1 st April, 2003. In para 7.0 pf the above-mentioned letter, the

guidelines for grant of refund of difference in fares has been enumerated, It is further

advised that refund of difference in fares on e-ticket may be granted as per guidelines

contained in Commercial Circular No.2 of 2003 issued vide letter of even number
dated 27.1.2003 (copy enclosed). »

Sub: Reservation on Internet through IRCTC,

Please refer to this office letter of even number dated 24-05-2002 (Commercial
Circular No.96 of 2002) on the subject quoted above enclosing therewith a copy of Joint
Procedure Order for reservation on Internet through IRCTC. In para 10 & 31 of the
aboymentioned JPO, the procedure to be adopted for grant of refund on the tickets
issued through IRCTC has been enumerated. However, instances are being brought to
the notice of this office where proper procedure is not being followed by reservation
clerks in grant of refund on e-tickets despite of issue of instructions vide this office
letters of even number dated 16-09-2002 & 25-11-2002. In the mean time the matter has
been reviewed in consultation with Finance and Accounts Directorates of Board’s Office

and it has been decided that the foliowing procedure may be adopted for grant of refund
on e-tickets:-

1) The e-tickets presented at the reservation counter for cancellation will be
cancelled through the system and a cancellation advice will be issued to the
passenger. Till such time it is possible to cancel the ticket through system, ‘Ticket
Deposit Receipt (TDR) will not be issued and only cancellation advice will be
issued. NO CASH REFUND WILL BE GRANTED TO THE PASSENGER
IN ANY CASE. Thereafier the pessenges vall prefer his claim to IRCTC who

will process their-case and credit the amount to their account electronically after
getting it from the Railways.

ii) If the ticket is presented for cancellation when it is not possible to cancel the
ticket through the system, a Ticket Deposit Receipt (TDR) will be issued

iti) Whenever TDR is presented to the Railways for refund either by the passengers
themselves or by IRCTC, the refund orders will be issued’ in favour of IRCTC
only who in turn will transfer the amount due to the customer electronically. In
mo case the sanctioned reiand amount may be paid to the passenger directly.

iv) Cases of unused/un-delivered e-tickets submitted by IRCTC will be handled by
Northern Railway. Northern Railway will refund the amount to IRCTC as per

extant refund rules, who in turn will transfer the amount due to the customer
electronically

v) To the extent feasible, the refund to IRCTC by Zonal Railways shall be made
through General Pay Order
