Sub: Declaring Sleeper Class Coaches as Sleeper Class Unreserved/Unreserved
Second Class. 7 .

Ref.:- Board’s letters of even nos. dated 31.03.1999 & 18.03.2008

The following powers have already been delegated to General Managers of Zonal
Railways:-. ः '

i. To declare on specific sections of various trains including superfast trains, where they
find sufficient demand, requisite number of Sleeper Class coaches as Sleeper Class
unreserved coaches during daytime only.

ii. In such coaches, reserved passengers are not booked on daytime only.

iii. . The Sleeper Class fares between such sections is charged on, actual distance (and not the
minimum distance). ot

iv. The passengers holding Second Class tickets is also permitted by Conductors/TTEs to
travel in these Coaches on payment of difference of fare. ः ः

2. Further to the above instructions, Ministry of Railways have decided to delegate powers to
General Managers of Zonal Railways to declare requisite number of sleeper class coaches in
identified trains as Second Class unreserved Coaches in nominated sections during daytime where
the sleeper class coaches are running empty or in locked condition due to insufficient demand.
Second Class fares will be charged for travel in such coaches. In case of detnand, some of these
coaches can also be earmarked as reserved second class coaches (2S). It shall be ensured that
reserved sleeper class passengers will not be booked in such coaches in the identified trains/sections.

3. The General Managers can identify specific trains in specific sections and permit re-
designation of Sleeper class coaches (GSCN) as General coaches (GS) on experimental basis
initially for a period of 6 months.- Based on the response GMs can extend the same on a regular
basis if there is increase in passenger bookings/earnings for the section/train. oe,

4, Wherever it is necessary to implement the above scheme, the following points should be kept
in consideration:~ ' व
i. There is lack of demand for sleeper class accommodation in identified trains/sections as.

observed over a period of time/seen from PRS data. . .

ii. A suitable mechanism may be put in place by the Railways to keep regular watch on the
utilization of such coaches. Record of incremental earning from, additional traffic generated
may be kept through a suitable mechanism.

iii, A monthly feedback on passengers booked/earning from-such trains/coaches may be sent by
CCMs to Railway Board irrespective of whether the delegation has been used or not. List of
sections, trains and number of coaches re-designated as per this circular may be advised to
Board, ं

tv. Whenever the demand for sleeper class accommodation increases is such trains, required
number of coaches could be again restored as sleeper class coaches with the approval of the
General Manager. ,
