No.TCII/2910/99./SL/Policy (.)  Reference Ministry of Railways’ telemax of even 
number dated 31.3.1999 wherein Zonal Railways were delegated powers to 
declare requisite number of sleeper class coaches of various trains as Sleeper 
Class unreserved during day time on specific sections of various trains (except 
superfast trains) (.)  In partial modification of these instructions, Ministry of 
Railways have decided that in cases where the rake of night train is used to run 
short distance inter-city train during day time, the requisite number of sleeper 
class coaches may be treated as second class (.)  Depending on the demand, 
Zonal Railway will themselves decide about the number of coaches to be 
declared unreserved or reserved (.)  On such coaches, clear indication should be 
made that the concerned coach is Second Class Reserved/Unreserved (.)  
These instructions will be applicable only in those cases where the lie-over rakes 
of night trains are used to run short distance inter-city trains during day-time (.)  
Necessary instructions may be issued to all concerned immediately (.)  This 
issues with the concurrence of Finance Directorate of Ministry of Railways (.)
