Sub.:Corrigendum to Circular No. 46 of 2006 and No. 34 of 2012 issued vides
Board’s letter No.05/TGIV/10/SAN/ 32/Pay & Use Policy dated 07.06.2006 &
05.06.2012. . :

With reference to Board’s Commercial Circular No. 46 of 2006 regarding
‘Deluxe’ Pay & Use toilets and Commercial Circular No. 34 of 2012 regarding
‘Normal’ Pay & Use toilets, the following issues have been reviewed and decided
to be notified as under:

1. Para XII (A to D) of Commercial Circular No. 46 of 2006 regarding selection
of agency for ‘Deluxe’ Pay & Use toilets, for construction & operation on BOT
basis, will now be read as under: ं

ना) Selection of agency: |
(A) Agency should be selected through invitation of an open tender (single
packet).

(B) — Eligibility criteria:

(i) | The net worth of the bidder shall not be less than Rs. 50 (fifty) lakhs.

(ii) The bidder should have minimum 5 years experience in Construction,
Operation and Maintenance of similar facilities,

(C) Evaluation of offers:
(i) Railways will intimate the date & venue of opening of the offers to bidders,
(ii) Conditional bids will be rejected, ं

(D) Selection & Notification:
No change. .

2. Deluxe toilets which were constructed and maintained on BOT basis as per
the initial policy circular of the year 2000 and later handed over to railways, after
the completion of the period of concession, the contract of such toilets can now be
awarded for Operation and Maintenance in a manner as adopted for Normal ‘Pay
& Use’ toilets i.e. through single packet open tender, as detailed below.

= _ Para 12A (I to IV) of Commercial Circular No. 34 of 2012 regarding selection
of agency for ‘Normal’ Pay & Use toilets at Al & A category of stations will now
be read as under:

I) Selection of agency through open tender.
The agency should be selected through a single packet open tender process.

Hl) Eligibility Criteria:

(i) | The net worth of the bidder shall not be less than Rs. 10 lakhs in case of Al
& A category of stations.

(ii) The bidder should have minimum 3 years experience in Operation and
Maintenance of similar facilities.

(III) Evaluation of Offers:
(i) Railways will intimate the date & venue of opening of the offers to bidders.
(ii) | Conditional bids will be liable to be rejected.

([V) Selection & Notification:
No change.

A, Para 13A (I to IV) of Commercial Circular No. 34 of 2012 regarding
selection of agency for ‘Normal’ Pay & Use toilets at B & C category of stations
will now be read to be notified as under:

I) Selection of agency:
Agency should be selected through a single packet open tender process.

Il) Eligibility Criteria: |

(i) | The net worth of the bidder shall not be less than Rs. 5 lakhs for B& C
category of stations.

(ii) The bidder should have minimum 3 years experience of Operation and
Maintenance of similar facilities.

(III) Evaluation of Offers: .
(i) Railways will intimate the date & venue of opening of the offers to bidders,
(ii) | Conditional bids will be liable to be rejected.

(IV) Selection & Notification:
No change.

5. Para 14A (I to IV) of Commercial Circular No. 34 of 2012 regarding selection
of agency for ‘Normal’ Pay & Use toilets at D & E category of stations will now be
read as under: ः

(1) Selection of agency :
Agency should be selected through a single packet open tender process,

= Eligibility Criteria:
(i) The net worth of the bidder shall not be less than Rs. 2 lakhs for D & E
category of stations.
(ii) The bidder should have minimum 3 years experience in Operation and
_ Maintenance of similar facilities.
(III) Evaluation of Offers:
(i) Railways will intimate the date & venue of opening of the offers to the
bidders.
(ii) | Conditional bids will be liable to be rejected.
(IV) Selection & Notification:
No change.
