Sub: Policy guidelines regarding Train side vending

The matter relating to provision of adequate catering
_ Services to the passerigers travelling by trains which do not have
pantry car services was under the consideration of Ministry of
Railways. Since providing pantry cars in each and every train is
not achievable and also economically not viable,. it has been
decided by Board to introduce train side vending as per following _
- guidelines

1. Zonal Railways will identify the requirement of
meals/breakfast/snacks/hot & cold beverages on trains
which do not have pantry car on their system and make
suitable arrangements for providing the same from the
static units, both departmentally managed as well as
licencees operated

2. Railways will draw a list of such trains and a station will
be earmarked for supply of catering services on such
trains for a particular section

3. In case of departmentally managed refreshment rooms
where excess manpower may be available on account of
drop in sales, passes may be issued to the bearers who
will provide service of meals/hot and cold beverages
between 2 pairs of stations on such ‘trains in a
programmed manner. If required, the facilities in
existing refreshment rooms be augmented to meet the
requirement of train-side vending.

की 4. In case it is not feasible to provide train-side vending

- through. departmentally managed static units, catering
licencees of the. réfreshment rooms enroute may be
asked to provide train-side vending and passes may be
issued to their staff between two pair of stations.
However, number of vending passes may be kept to the
bare minimum, depending’ upon the sales turnover and

_ composition of train subject to the maximum of 6 to 8 _
vendors per train. This may be done by calling

applications from the refreshment room licencees
enroute of the train and a committee of 3 JA Grade
Zonal Railway head quarter officers including one

member each from finance, commercial and stores can’

of the committee. This will be considered a part. of
refreshment room sale and licence fee of 12% on extra
sales turn over will be charged from the licencees in

terms of existing guidelines. Zonal Railways ‘will assess —

_ the sales turnover and suitably revise the licence fee.

- In order to avoid misuse of vending passes, it must be
ensured that the bearers of the departmental units or
that of licencees should have a separate identity Card
with their photographs affixed on them, which should be
attested by a commercial officer. _

. The bearers should have proper uniform and must

display their nameplates along with name anid station of.

the licences.

. Zonal Railways will exercise regular checks of such trains ~

to ensure that services provided through train-side
vending ave good and food is provided in hygienically
packed containers. Food items which are popular in the
region like - chholey-bhaturey, idli-vada, upma-vada,
vegetarian-biriyani, breadslice-boiled egg, bread stlice-
samosa, bakery products, tea, coffee, cold drinks, etc.,
which are easy to prepare and dispense without requiring
heating arrangements, may be introduced in such trains.

8. Railway should, however, ensure that in the case of train-
side vending, staff does not prepare meal/tea/coffee in
the running train. Food must be pre-cooked and picked
up from the base station and bearers will only serve in
the running train

9. Railways/licencees may ‘provide coupons of proper
denominations so as to provide to the passengers a
_ proper receipt against the services rendered and to
ensure that food items are served on the rate prescribed
by the Railway Administration for sales in respect of
