Zonal Railways.
in reference to Para 10 of Catering Policy, 2040 dated 21.67.2040 issued under Commi.
Circular No.38/2010, the detailed guidelines for awarding of Train-Side Vending {TSV) by the
Zonal Railways, hes been exarnined by Ministry of Railways. Accordingly, datailed instructions
on Train-Side Vending have been formulated and are enclosed fer implementation with
immediate effect. Further, while allotting the Train-side vending, Railways may please follow the
detailed quideines mentioned in Catering Policy, 2010 appficable for maior units.
‘These instructions supersede ai prior policy circulars/instructions issued from time to
time unless specifically referred to in these instructions. However, the TSV contracts which have
been awarded by IRCTC shall be allowed to continue in compfance of Para 26.1.1 & 26.1.2 of
Catering Policy, 2070, Commercial Cirgulat No.35 and No. 200G/TG-HII/800/25 dated 241.7 2076.
These instructions have the concurrence of Finance Dte. of Ministry of Railways.

Railways.
since providing panty cars in each and every train is net achievable and also
economically not viable, if has Deen decided by Board to infroduca train side vending (FSV) as
per following guidelines.
* Zonal Ratways will take over the management of trains through departmental |
supervision as far as possible. if required, the faciliies in existing static units are to be
suamented to meet the requirement of train-side vending.
* Mowever, if the above is not possible immediately, then TSV licenses are to be.
finaiived based on open, competitive, 2-packet tendering system.
. Appreciating the fact that the transitian to the new system may take some time,
the ficenses can be considered on ?-packet limited tender basis as an interim measure for 4
limited period, from the licencees of existing maior static units,. The limited tender shouid be for
@ petiod of 9 months further extendable by 3 months only from the date of awarding the tender
or finatization of the open tender whichever is earlier. However, in case it is not possible to
finglisa the open tender owing to exceptional ciraumstances new two packet limited tender may
be invited not more than one more time(Le. a maximum of 2 times) with the personal
concurrence of FARCAO and approval of GM _
Detailed quidelines are as follows:
4. The originating Raiways wil draw a list of such trains in which Pantry car seraces have not
been provided and in which the requirement of catering services exists. The above list of trains
shai be prepared by the originating zonal railways in consultation with the adjacent zonai
railways through which the train passes. The requirement of calering services include the supply
and arrangement of oreakfast, lunch, evening tea and dinner. The requirement of snacks / hot
and cold beverages etc. may aiso be considered if required by the zonal railways.
2. Once the Hist of trains is finalized, the originating Zonal Railways shell identify, nominate and
notify the meal pick up हे service points / station / stations, for supply of catering services on such
trains for & partioular section.
3. In case, there is any dispute regarding the norinetion of station / stations between hwo zonal -
raiiways, ther fhe matter may be referred to ihe Board for its resoiution.
