Sub: Grant of concession to AIDS patients for treatment at nominated 
ART (Anti Retroviral Therapy) Centres. 
 
As announced by Hon’ble MR on 26.2.2008 in the Budget Speech for 
2008-09, Ministry of Railways have decided to grant concession in train fares to 
AIDS patients, for treatment at nominated ART (Anti Retroviral Therapy) Centres 
(list enclosed) and return after treatment.  The element of concession will be 50% 
in Second class only (and not Sleeper or any other class). 
 
2. 
Concession will be admissible in basic Mail/Express fares only and not in 
other charges like reservation fee, superfast surcharge, development surcharge, 
etc., which shall be recovered in full as per existing rules.  Concession will be 
granted directly by Station Masters on production of the certificate in prescribed 
form issued by Officer-in-charge of the concerned ART centre where the patient 
is to be treated or has been treated.  Specimen copies of the prescribed 
Concession Certificates for outward and return journeys are enclosed.  
Concession will be admissible without any Minimum distance limit, subject to the 
distance restrictions otherwise applicable in individual Mail/Express trains.  
Concession will not be admissible in Rajdhani/Shatabdi/Jan Shatabdi/Garib Rath 
trains.   This concession will be admissible subject to other conditions mentioned 
in rule 101 of IRCA Coaching Tariff No. 25 Part. I (Vol. II).

These instructions will come into effect on tickets issued from 1.4.2008.

Necessary instructions may be issued to all concerned immediately and 
suitable changes incorporated in PRS, manual ticketing system, SPTM, UTS, 
etc., wherever required, well in advance.  Wide publicity through various media 
may be given at regular intervals.  Zonal Railways may arrange to send 
specimen copies of the certificates to concerned ART centers situated in their 
Zones and also advise them about this concession.  Health Departments of 
concerned State Governments may also be advised in this regard.  This issues 
with the concurrence of Finance & Health Directorates of Ministry of Railways.

Note:  
1. 
This certificate is to be issued to AIDS patients by Officer in-charge of the

This certificate is valid for three months from the date of issue.

No alteration in the certificate is permitted.  Any alteration in the certificate will 
make it invalid. 
4. 
This certificate is to be issued only for outward journey from the station serving 
the patient’s place of residence to the station serving the ART Centre.
