GOVERNMENT OF INDIA MINISTRY OF RAILWAYS RAILWAY BOARD) COMMERCIAL CIRCULAR NO. 12 OF 2008 No. TCII/2418/07/Debit Card Policy. New Delhi, dated 18.02.2008. The General Managers (Comml), All Indian Railways. Sub: Acceptance of Debit Cards for sale of passenger tickets. A copy of the Joint Procedural Order for acceptance of Debit Cards & Credit Cards, prepared by Western Railway, is enclosed. 2. Ministry of Railways have decided that, in accordance with the enclosed procedural order, the facility of purchasing journey tickets against Debit Cards of various banks, may be may be extended, subject to the following : (i) Credit Card vs. Debit Card: The scheme of Credit Cards will not be mixed with Debit Cards. The enclosed Procedural Order will be confined to Debit Cards only. The Credit Card scheme will be continued separately subject to its terms & conditions. (ii) Payment in Indian Currency only: Only those Debit Cards shall be accepted where payment is made in Indian Currency. (iii) Service Charge: The Service Charge at the rate of Rs. 30 per ticket, per transaction including refund, shall be levied for issuing tickets against Debit Cards. (iv) Refund: Refund shall be granted online, and not in cash, in Indian currency after deduction of Cancellation/clerkage charges leviable under Refund Rules. The service charge of Rs. 30 per ticket will also be levied in addition to normal cancellation/clerkage charge. Refund under this scheme shall be granted subject to other provisions in Refund Rules. (v) Accountal: Credit Card & Debit Card transactions will not be mixed and separate accountal of sale of tickets against Debit Cards shall be maintained. (vi) Cost of Machinery required & staff training: The cost of required machinery, stationery, telephone connection, staff training, etc. will be borne by the concerned bank/banks. 3. Zonal Railways may implement this scheme of accepting Debit Cards of various banks for selling passenger tickets at various stations/reservation offices where they find it feasible & justified, within the existing staff strength, subject to entering agreement, if required, with the concerned bank/banks. 4. This issues with the concurrence of Finance and Accounts Directorates of Ministry of Railways. Due publicity through various media may be given so that the passengers can avail this facility.
