Sub: Pilot project for engagement of M-UTS Sahayaks, |
Ref: RB letter No. 2023/TG-1/10/UTS&M-UTS dt. 12.02.2024

Policy instructions on implementation of mobile UTS (M-UTS) for unreserved ticketing
were issued vide letter under reference above. The policy allowed the use of M-UTS -by Halt
contractors at Halt stations and by the Railway staff at. other stations for operating additional
counters "

2. On the basis of suggestions received from various Zonal Railways, it has been decided
to expand the scope of existing M-UTS scheme. In addition to the unreserved counters being
operated by the railway staff, a pilot project is being launched on 5 NSG-1 .category stations for a
period of one year from the date of award of contract, Zonal railways may now engage M-UTS
Sahayaks at railway stations for disbursal of unreserved tickets using the M-UTS device as per the
M-UTS Sahayak scheme enclosed herewith. Some of the key features are as under: -

a. Considering the requirement of commercial staff for deployment for ticket checking
activity and to improve manning of trains, M-UTS sahayaks may be engaged by -
Railways at identified stations to reduce the requirement of operating additional
counters for timely disbursal of unreserved tickets. However, the M-UTS sahayaks
would be in addition to the ticket counters being operated by Railway staff and would .
be deployed in or nearby the ticketing area. ) .

b. The maximum number of M-UTS ssahayaks to be deployed at any station shall be
_ decided by the concerned Sr. DCM/ DCM (in-charge) with the approval of DRM. The
number of daily tickets being sold/ requirement at peak time/ multiple entries etc. shall

_ be taken into consideration while deciding such number

c. During the pilot project, deployment of M-UTS Sahayaks is permitted at Mumbai _
CSMT, Howrah, New Delhi, Chennai Central and KSR (Bengaluru) stations of
Central, Eastern, Northern, Southern and South Western Railways respectively (total 5
‘stations — once each from 5 Zonal Railways). .

d. | M-UTS Sahayak shall disburse ticket against the advance amount deposited by him. '

= _ M-UTS Sahayak would be allowed to’ disburse tickets on round the clock basis, Zonal
Railways shall ensure that the work of M-UTS Sahayak is not sublet to any other

person, under any circumstances. M-UTS Sahayak would be provided the admissible
bonus on the value of each ticket which is disbursed by them

f. Railway staff being released on account of engagement of M-UTS Sahayaks should be
utilized so as to reinforce the ticket checking activity

g. The detailed’ accounting procedures outlined in the M-UTS pilot project for halt
stations issued vide Railway Board letter no.2023/TG-I/10/UTS&M-UTS dated
12.2.24 including its JPO shall be meticulously adhered to.

2.1 Necessary action may be taken for engagement of M-UTS Sahayak at stations in
accordance with the broad terms and conditions indicated in the scheme enclosed. Performance of
the scheme should be reviewed and the feedback sent to this office

3.0 This issues in consultation with Finance Directorate of Ministry of Railways.
4. Necessary instructions may be issued to all concerned accordingly.
