Sub: Outsourcing of cleanliness at 50 major stations- Budget Announcement
2014-15,

Guidelines have already been issued to Zonal Railways vide Commercial
Circular No. 51 of 2014 for engaging professional/reputed agencies for the purpose of
outsourcing of cleanliness at 50 major stations over Indian Railways.

If. In addition to, the instructions listed below may please be followed:

1. To upgrade the present standards of Cleanliness /Sanitation at these identified
stations there shall be 4 Regional Nodal Officers as listed below who will report to
the General Manager of concerned Zonal Railways:-

a. Regional Nodal Officer/Northern Region - HQ at Northern Railway /New
Delhi- Shail look after cleanliness at all identified stations in NR, NCR, NER and
NWR.

b. Regional Nodal Officer/Southern Region ~ HQ at South Central
Railway /Secunderabad- shall look after all identified stations in SCR, SR, SWR,
and ECoR.

c. Regional Nodal Officer/Eastern Region - HQ at Eastern Railway /Kolkata ~ shall
look after all identified stations in ER, SER, ECR and NER.

d. Regional Nodal Officer/ Western Region - HQ at Central Railway/ Mumbai -
shall look after all identified stations in CR, WR, SECR and WCR.

2, Regional Nodal Officer/Northern Region shall be the Chief Nodal Officer for
coordination with other Regional Nodal Officers and Railway Board.

3. Regional Nodal Officers shall take a holistic and comprehensive view of
Cleanliness /Sanitation/ House Keeping at these identified stations. In order to
ascertain the expectations of the Rail Users and to bring the standard of cleanliness
at par with international norms they can also hire professional consultants (As per
existing provision of policy). : .

4. Regional Nodal Officers shall monitor implementation of policies, identify the
deficiencies, conduct work study on the basis of passenger profile and recommend
suitable modification in the contract conditions if needed, monitor the standards,
strengthen/ modify existing system of SIG, liaison with concerned departments
within Railways and outside Railways, organize public awareness campaigns etc.

5. Regional Nodal Officers, may if needed, also coordinate with Station Development
Corporation so as to address future need of Cleanliness /Sanitation/ House Keeping
at these stations.

6. At divisional level Sr.DCM / 57. DCM(Chg) shall be the Nodal Officer for identified
stations under his jurisdiction.

7. Regional Nodal Officers shall coordinate with DRMs controlling the identified
stations through the Divisional Nodal Officer ie. Sr.DCM/Sr. DCM(Chg). -

8. The present administrative system of implementation and monitoring of
Cleanliness /Sanitation followed at these stations shall remain same.
