Sub: Delegation of powers to DRMs on matters related to Yatri
Ticket Suvidha Kendra (YTSK) scheme.

Ref: Commercial Circulars no. 33 of 2014 and 41 of 2018.

The YTSK scheme was launched vide CC no.33 of 2014 and based on
feedback, certain provisions of the scheme have been modified from time to
time.

LJ Based on the feedback received from zonal Railways, the issue regarding
delegation of powers to DRMs on matters related to functioning of YTSK has
been examined in this office. It has been observed that at present acceptance of
recommendations of the JAG level divisional screening committee for selection
of YTSKs and shifting of YTSK premises require approval at Headquarters level
(CCM/PM), which is quite time consuming and warrant clarifications from the
divisions. It has been felt that these functions may be delegated to the DRMs of
respective divisions, who are better placed in terms of geographical proximity of
the proposed YTSK locations, local conditions and their suitability for the

allotment.

‘2 The matter has, therefore, been examined in consultation with Finance
Directorate of Ministry of Railways and the following has been decided:-

should be replaced
with the word "DRM".

CCM(PM) /CCM (PS) of the
4 concerned Zonal Railway is the
accepting authority for accepting
the recommendations of the JAG
level screening committee.

The licensee shall not reduce the
facilities or shift this office to any
other locations without the prior
written approval of the
CCM/CCM(PM)/ CCM(PS)_ of
concerned Zonal Railway.

The words
"CCM(PM)/CCM(PS)"
should be replaced
with the word "DRM".
