GOVERNMENT OF INDIA (Bharat Sarkar) MINISTRY OF RAILWAYS (Rail Mantralaya) (RAILWAY BOARD) **** No. 2011/TG-I/24/Reconstitution Pt.II New Delhi, dated 10 .01.2012 Dy. General Managers, All Zonal Railways (COMMERCIAL CIRCULAR NO.2 OF 2012) Sub: Re-constitution of Divisional Railway Users' Consultative Committees(DRUCCs). **** As per existing practice, detailed proposals for re-constitution of Divisional Railway Users' Consultative Committees (as approved by the General Managers) are sent by zonal Railways to Railway Board for the approval ofHon'ble MR. 2. The matter has been examined and it has been found that nomination of members to the DRUCCs under almost all the categories, except for those to be nominated under the category of "special interests" by Hon'ble MR, fall within the purview of Railways and no specific action is required to be taken by Ministry of Railways in this regard. 3. It has, therefore, been decided as under:- 0) Zonal Railways can now re-constitute DRUCCs with the approval of General Manager (GM) concerned as per guidelines issued from Ministry of Railways for the notified tenure. (ii) The names of persons nominated to various DRUCCs by Hon'ble MR under the category of "special interests" shall be communicated by Ministry of Railways to the Zonal Railway concerned. (Hi) All zonal Railways shall, therefore, re-constitute existing DRUCCs with the approval of the General Manager for the term w.e.f. 01.10.2011 to 30.09.2013. --- J-}- -~ - (iv) For proposals relating to reconstitution of Zonal Railway Users' Consultative Committees (ZRUCCs) and Konkan Railway Users' Consultative Committee (KRUCC) the approval of Ron'ble MR for their re-constitution will be communicated in due course. (v) The powers delegated to the General Managers for reconstitution of DRUCCs based on the tenure notified by Railway Board shall be applicable for DRUCCs to be reconstituted in future also. (vi) Zonal Railways should take all necessary steps to ensure holding of meetings of these committees as per schedule. 4. Necessary instructions may be issued to all concerned and receipt of this letter acknowledged. Copy to: ~ (V.K.
