The matter regarding display of standardised signages at Stations has been
under ‘consideration of the Ministry of Railways. The matter has been’ reviewed In

consultation with: Finance, Civil Engineering and Electrical Directorate in the Board's 5

office. The policy guidelines to be followed by the Zonal Railways in this regard are
enclosed. Ministry Of Railways desire that necessary action May be taken accordingly
under intimation to all concemed, , .

2. ~The pictograms Signages may not neccesarily have two languages write-up on
those zonal railways where language becomes emotional issue. - os

3. - The policy guidelines attached with - this letter has the concurrence of the
Finance, Civil Engineering and Electrical Directorate of the Ministry of Railways and has
been approved by Board (ME & MT). .

पी INTRODUCTION
1.1 Need for the signages at railway Stations _

Signages for passenger guidance is the first focus area of platform
modernisation. Railway stations are by far the busiest public utility
places. The over crowding on platforms, particularly on major
railway stations, is increasing day by day. Railway signages
constitute an effective passenger interface for communication with /
our customers directing them to the facilities and amenities they
_ look for at railway stations. oe : |

In terms of the report on Public Amenities on New Delhi Railway —
Station, presented by National Institute of Design (NID), |
Ahmedabad, the signage system ‘serves the following basic
functions: ' | | LO a

to spatially orient the passengers
_© to accelerate their way finding process
© to relieve them of their information anxieties

1.2. Need for standardisation of signages

Over the years, signages for passenger guidance have been
provided at different railway stations without following any
uniform guidelines. It was found that information made available |
to the passengers was confusing due to lack of standardisation and
deployment of multiplicity of information systems. Different types
of non-standard signages and commercial sign boards were
_ provided, which created a chaotic and confusing situation for the
railway user. In an attempt to standardise the Signages, Railway
_ Board had issued a policy circular no. 88/TG 1/10/P dated 22/3/91
, and 29/12/95 for display of pictograms. However, in pursuance of
the NID report, the signages have now been standardised

incorporating both the pictograms. and the written language in
terms of Board’s letter no. 98/TG-I/10/P dated 23/1/1998.

2.0 SIGNAGES THROUGH THE PUBLICITY ROUTE ©

2.1 Commercial Publicity at major stations ~ a policy shif¢

“There is an immense potential to generate earings through
commercial publicity at railway stations. Leasing of station space
for commercial publicity and advertiserneat is an additional

channel of revenue generation for the railways, which has noi been

fully tapped by the commercial department. The existing system of

site-wise leasing of the station space for advertisement has several

shortcomings. This system is non-competitive as. the space is _
leased on first-come-first-served basis and it has not been able. to”

generate the desired level of high carnings. The other drawback of

this system lies. in dealing mostly
