Group-C to Group-B selections         -       Method of empanelment of qualified candidates. 
70% Quota selection: 
The successful candidates are empanelled as under: 
(1) Those securing 80% marks and above are graded as ‘OUTSTANDING’ 
(2) Those securing between 60% and 79% are graded as  ‘GOOD’ 
The panel shall consist of names of employees who have qualified in the selection corresponding to the 
number of vacancies for which selection is held.   Employees who have secured the grading of 
OUTSTANDING will be placed on top followed by those secured the grading of GOOD by maintaining inter-
se seniority within each group. 
30% Quota selection ie LDCE: 
In LDCE there is no grading of OUTSTANDING. Names of successful candidates are arranged in the order 
of merit to the extent of vacancies for which selection is held. In case two or more candidates secure equal 
marks in aggregate their relative merit position for the purpose of their empanelment may be determined 
on the basis of their relative seniority in the feeder grade. The candidate who is senior will rank higher. 
The same criteria shall be applied for determining who will be empanelled against the last vacancy from 
amongst those who secure equal marks in the aggregate.  
First 70% quota panel should be published and promotion orders should be issued in favor of empanelled 
employees. 
Next 30% quota (LDCE) panel should be published and promotion orders should be issued in favor of 
empanelled employees. 
Employees selected against 70% quota selection will rank seniors to those selected through LDCE.
