Railway Sidings 
 
Types of Sidings: (1) Private (2) Assisted (3) Public & (4) Defence 
 
Private siding: A siding laid out to serve either a Govt. Department, factory, mill or 
other industrial premises which are under a special agreement. The siding owner shall 
bear the capital cost of the siding from the take-off point at the serving station, 
including Over Head Equipment (OHE). 
 
Assisted siding Under this concept Railways shall share the cost of New Railway 
siding, if the Industry comes up with a long term commitment of traffic for 10 years or 
more commensurate with the investment of Railways. 
(i) 
Siding owners shall be required to bear the cost of the land, earthwork, sub-
structure of the tract, ballast and buildings outside the premises of the siding 
owner. 
(ii) 
Cost of the removable super structure including track, sleepers, fastenings, 
girders of bridges, point & crossings, fencing signalling and interlocking 
appliances, machineries of any kind and overhead equipment outside the 
premises of the siding owner, shall be born by the Railways. 
(iii) 
Entire cost of the siding within in the applicant’s (siding owner) premises 
shall be borne by the siding owner. 
 
Public Siding:  A Public siding is a Railway siding laid out at a distance from the 
serving station or the existing goods shed. These sidings are generally opened for both 
inward and outward traffic and can be used by all consignors, consigners desires of 
loading/unloading through Rail. 
 
Defence Siding: A siding laid for the conveyance of Defence personnel for movement 
of troops along with men & material from one Artillery centre to another. 
 
These sidings operate as per the guidelines/instructions issued by the Ministry of 
Railways from time to time. 
 
Opening of New sidings: 
 
1. The Chief Traffic & Planning Manager (CTPM) of the Zone will be the Nodal 
Officer for the Pre-construction stage of the siding and for singing of the 
agreement. 
2. Chief General Engineer (CGE) of the Zone will also be Nodal Officer thorough 
out the construction stage including activities for approval of plans and 
sanctioning of Estimate. 
3. The Chief Commercial Manager/FS (CCM/FS) of the Zone will be the Nodal 
Officer after commissioning of the siding. 
 
Provision of Co-user facility: No traffic, inward or outward other than that of the 
applicant works shall at any time be sent over the siding by the applicant except with 
the prior written permission of the Railway Administration and the undertakes not to 
permit any other person whom so ever to use the siding and not to take or receive or 
permit any other person take or received from any other person whom so ever any 
consideration of remuneration of any sought or in respect of the carrying of any 
commodity over for any purpose what so ever in connection with the siding except

with the prior written permission of the Railway Administration. The booking and 
delivery of traffic of a Co-user of the siding shall be governed by the same rules and 
regulations as applicable to the siding owner as far as levy of freight and other charges 
are concerned.  
 
Closure of Sidings: When there is a request for closure of siding from the siding owner 
or when there is no traffic on the siding a closure notice is served to the siding owner, 
so that all the dues are cleared. When a “No due certificate” is issued by the division, 
closure notification is issued and the siding is treated as closed for all descriptions of 
traffic.
