Subject - Réduction in Casual Leave eniiflement on the recommendation of the Vih - Amendment fo Master
Circular No. 15

Attention is invited to instructions contained in Board's letter No. E(G)98 LE 1-1 dated 20.72.1998 (RBE 44/98)
on the above subject effecting reduction in the casual leave entitlement of Railway employees as per the
recommendations of the Vth Central Pay Commission.

In accordance with the aforesaid instructions, the following amendments may be made in Para 3 of Master
Circular No.15.

IREC ¥OLI. CHAPTER-1 RULE. 507, Combination of different kinds of leave — Except as provided otherwise
under these rules, any kind of leave under these rules may be granted in combination with or in continuation
of any other kind of leave.

Explanation.—Casual leave which is not recognised as leave under these rules shall not be combined with
any other kind of leave admissible under these rules. There is, however, no objection to Casual leave being
followed by quarantine leave.

IREC VOL. CHAPTER-1. RULE 236, Casual Leave- Casual leave is not recognized and is not subject to any
rule. Technically, therefore, a railway servant on casual leave for half a day or full day is not treated
as absent from duty, and his pay is not intermitted. Casual leave, however, must not be given 50: as to cause
evasion of the rules regarding —

(i) date of reckoning pay and allowances,

(ii) Change of office,

(ii) commencement and end of leave, and

(iv) return to duty or $0 a5 to extend the term of leave beyond the time admissible by rule.

Note.- Full pay is admissible to a railway servant on casual leave. If in any case less than full pay is allowed,
it would amount to an imposition of a penalty not provided for in the Discipline and Appeal Rules.

IREC पाए... CHAPTER-16. 1617, (1) Daily allowance may be drawn during a halt on tour including holidays
and Sundays occurring during the tour period, provided a railway servant is actually and not merely
constructively in camp.

(2) A railway servant who takes casual leave/restricted holiday on tour is not entitled to draw daily
allowance for the period of such leave. A railway servant who takes casual leave for half a day while on tour
may draw only half of the normal daily allowance of that day.
