Sub: Formation of panel of Assistant Operating Manager (Gr. —‘B’) in Level — 8 (GP —
4800/- of 7th CPC Matrix) against 30% LDCE quota of Operating Department/SER
for assessment period 01.01.25 to 31.12.2026.

Ref: Railway Board's letter no, E(GP)2024/2/37(3477173) dated 12.12.2025.
In terms of Railway Board’s aforementioned letter dated 12.12.2025, it has been decided to conduct
Centralized Computer Based Test (CBT) for promotion the Group — ‘B’ post of Assistant Operating

Manager against 30% LDCE quota of Operating Department/SER, for the assessment cycle 01.01.2025 to
31.12.2026, including anticipated vacancies up to 30.06.2027.

Applications are invited from Group — ‘C* employees of Operating Department / SER, with requisite
service as detailed in Para 3 of this notification, for filling up the vacancies of AOM (Gr, ‘B*). The details
of vacancies are as under:

Eligibility:

A. Group ‘C’ Staff of Operating Department, working in Level -6 in Pay matrix (7" CPC) and above with
5 years of non-fortuitous service in Level -6 or above in the pay matrix (including non-fortuitous
service rendered in the corresponding pre-revised grades) as on 101.2025 ic. the date of
commencement of vacancy period will be eligible for the LDCE (Authority: RBE 216/19)

B. Train Managers are eligible for LDCE. Comparison of Running Staff with those of stationary staff for
eligibility for Group B posts shall be determined in terms of Railway Board's letter no. E(GP)2005/2/87
dated 15.08.2015 (RBE No, 92/2015)

MACP in Level-6 of 7" CPC pay matrix is not applicable.

NOTE:

a. In terms of Railway Board's letter No. E(NG)I-93/PMI/4 dated 18.1.93 & RBE No. 102/2019, time
spent by the railway servant under training immediately before appointment to working post is to be
counted as service for the purpose of LDCE,

b. Eligibility of staff working in Construction Organization / Project Offices / Other ex-cadre Organization
/ Units will be determined with reference to their substantive post in the parent department subject to the
fulfillment of the above condition of eligibility. Staff whose lien is maintained in S.E.Rly is only
eligible,

c. In terms of of Railway Board's letter no E(GP)2024/2/09 dated 14.10.2024, it has been clarified that
instructions contained In RBE 40/2023 are not applicable while determining eligibility for promotion to

Group — *B’ posts, An employee should have rendered the requisite eligibility of service in the relevant
grade(s) after absorption in the alternative post for being eligible for promotion to Group *B’ posts.

d. Eligibility, in the case of staff transferred from other railway and posted in SE Railway, will be
determined in terms of SER Estt. Srl. No. 55/2008 (RBE no. 40/2008).

e. In terms of Railway Board's letter no. E(GP)2022/2/20 dated 14.11.2022, candidates having the
following categories of disabilities are eligible for the post of AOM (Gr. ‘B’).

4. SCHEME OF EXAMINATION:
The LDCE will consist of a 100% objective based Centralized Computer Based Test (CBT) to be
conducted by RRB/AJMER followed by Medical examination and Viva-voce
