EDCC Record of Discussion Performance Review of Zonal Railways/ PUs/ PSUs/ Other units held on 28.06.2021 Item | Action b Address by Hon’ble MR 1.2 Hon'ble MR appreciated that Railway employees are doing very good work in these extra ordinary circumstances and are taking Railways forward. He gave compliments for achieving highest ever loadings in respective months from Sept'20 to May'21. This should be continued. Railways are doing well on freight revenue. At the same time passenger revenue also has to be increased to around Rs 200 Cr per day in the remaining part of Financial Year. The number of reserved passengers must be targetted for increase from 20 lakhs per day to 30 lakhs per day. Accordingly, more reserved trains must be started and routes on which these trains can be run must be identified at the earliest following the COVID protocols. Clone trains to be planned as per the requirements on highly demanding routes. 1.3 Increase in GTKM should also be focussed. Divisions and BDUs must also find ways for freight transportation over longer distances. 1.4 Good progress is seen in ‘Round the Clock’ working of Goods Sheds (522 out of 1396) and Goods Shed Improvement Works (254 out of 457). Next level of improvements must be planned including operation of Goods Sheds on PPP mode. Wagon turn around needs to be reduced from 4.86 days to 3.5 days. Efforts like terminal management, infrastructural improvements, electrification, mechanization of loading/ unloading, more utilisation of DFCs etc must be carried out to reduce the same. Right Powering of Trains needs to be ensured for efficiency and safety in train operations. Higher horsepower locomotives must be produced in greater numbers. Parcel segment should also be focussed. Railways should plan and aspire to achieve Rs 5000 Cr this year. Punctuality performance is good at 95%. Zones with less than 95% punctuality (ECoR, ECR, NCR, NFR, SECR & SER) must strive to increase their punctuality performance, without affecting freight movement. Railway Electrification target for 2021-22 is 8000 RKm. It must be ensured that piecemeal electrification is not done and end to end connectivity must be ensured for operational efficiency. All Board Members, DGs & GMs CAPEX utilisation has to be outcome based. Critical and Super Critical projects must be planned ahead for early completion. More projects to be taken up on EPC for overall cost reduction. iia Units have to gear up to make for the lost months for production of rolling stock.
