Railway Servants (Discipline and Appeal)
Rules - Master Circular.
At present, provisions/instructions 
regarding penalties and disciplinary
authorities are contained in Part ltl of the Railway Servants(Discipline 
& Appeal)
Rules, 1968 and in a number of letters issued by Railway Board from time to
time. tt has been decided to consolidate, important amongst them in one single
Master Circular, for the purpose of convenience and better understanding, 
as
enclosed herewith.
While referring to this Circular, the original letters referred to herein should
be read for a proper appreciation and in case of doubt, the original circular
should be relied upon as authority.
Since only important circulars on the subject have been included, a
number of other circulars might not have found place in this Master Circular.
Instructions contained in circulars not included herein, should not be deemed to
have been superseded simply because of their non-inclusion.

(Discipline & Appeal) F"ules, l9r,r8. Part III c,f lirese Rules contain Rules 6,7 and 8,
which pertain to penaltien and disciplinary authorities.

The penalties speci{ied in [tule 6 can be iarposed on a Railway Servant, fcrr good
and sufficient reasons, &fr-e.r 
fuil$w;rl13 the due procedure which has been prescribed in
Part IV of the Rules. The -f,enalties 
'd's classified into two categories - I\linor alrd Major.
There are six minor peniiliies anci t'iv,: rnaior penaitieq, as listed below:
Minor Penaltiss:
(i) 
Censure;
(ii) 
Withholding of prornotion ior a specified period;
fiii) 
Recovery from pay of the rvhole or part of any pecuniary loss caused to the
Government or Railwav Aclministration by negligence or breach of orders;
(iii-a) Withholding of tlie Privile;.re Passes or Privilege Ticket Orders or both;
(iii-b) reduction to a lou'er stagc i,': tiie time scale cf pay for a period not exceeding tlree
years, without cuniuiative *fi]:ct and not advers:';I3.
