1. Please find enclosed copies of above referred Board's Rates Instruction
No.99 of 2000 dated 15.11.2000 and Rates instruction No.92 of 2001 dated
16.10.2007 along with its enclosures, regarding transportation of animals
{including Pigs} by rail.
2. In compliance to Transport of Animal Rules, 1978, promulgated under
Prevention of Gruelty to Animals Act 1960 and verdict of the Hon'ble Supreme
Court of India in WP(C) No.24 of 2004; guidelines issued vide Board's Rates
Instructions are hereby reiterated to ensure strict compliance of the various
conditions communicated for transportation of animalsfivestock including pigs by
rail under the powers conferred by Clause ही) of Sub Section 2 of Section 38 of the
above mentioned Act, 1960.
3. Please ensure that the instructions are issued to ail concerned staff so that
there is no failure in implementation. Particular care need to be taken in respect of
loading of animal/livestock including pigs at all loading‘untoading points.
4. All other terms and conditions stipulated in Rates Instruction No.99 of 2000
and 92 of 2001 shall continue to apply unchanged.

In continuation of Board's letter of even number dated 15.11.2000(Rate
instruction No.9 of 2000), please find enclosed a copy of Chapter VIII and chapter
IX of Gazette of India Extraordinary, part It Section 3, Sub-section (ii) published by
Ministry of Social Justice and Empowerment, Notification dated 26/03.2001
regarding transportation of Pigs by rail. Also find enclosed a copy of draft correction
slip modifying Rules 403,404. 410, 411 & 417 of the Goods Tariff No. 41 Ft.l VoL!
concerning transportation of livestock (Including Pigs).
A formal correction slip will be issued by the General Secretary Indian
Railway Conference Association.
Orders regarding transportation of “pigs “will have immediate effect.
Piease ensure strict compliance of various conditions mentioned in the above
referred chapters as 8150 in the draft correction slip
Please ensure that the instruction are issued to all concerned staff so that
there is no default in implementation. Particular care need to be taken in respect of
all loading point of livestock and their acknowledgement of having received these
instruction be obtained. Commercial Inspector “at Headquarters of the Zonal
Railways should conduct pericdical surprise check to verify compliance of these
instructions.
