Sub: Revision of Passenger Fares — Railway Budget 2009-10.

As announced by Honourable Minister of Railways in the Budget Speech

while presenting the Railway Budget for the year 2009-10, it has been decided to
make following changes in the passenger fares.

Variable Fare Scheme:

Second Class:

(i) Non-Suburban: The existing basic fares up to Rs. 50.00 per
passenger for Non-suburban Mail/Express including Superfast trains and
Non-suburban Ordinary Passenger Trains will be reduced by giving a
discount of Re. 1.00. Fares beyond Rs. 50.00 per passenger shall be
reduced by giving a discount of 2%. However, this reduction will not be
applicable for journeys up to 10 kms in case of ordinary trains.

(ii) Suburban: — There will be no change in the existing fares for travel
in Suburban Sections.

Upper Class:

(i) The existing basic fares beyond Rs. 50.00 per passenger for
Sleeper Class Mail/Express and Ordinary Passenger Trains shall be
reduced by giving a discount of 2%.

(ii) The existing fares of AC First Class, AC 2-Tier, AC 3-Tier and AC
Chair Car will be reduced by 2% for all distances.

(ili) There will be no change in the existing fares of First Class
Mail/Express and Ordinary trains.

Fares for High Capacity Coaches: Discounts in fares for High Capacity
Coaches as mentioned in Commercial Circular No.20 of 2008 shali be

continued without any change.

After discount/reduction, the total basic fare shall continue to be rounded
off as per extant rules.

3. Peak Season and Lean Season for the purpose of charging of fares
under Variable Fare Scheme shall be as under:
Peak Season 1* April to 31% July and
1* September to 31% January
Lean Season 1° February to 31% March and
1* August to 31* August

4. Coaching Tariff No. 26 (Part Il):

4.1 The discounts/reductions in passenger fares as stipulated in Para 2.1 and
2.2 above shall be granted on passenger fares published in Coaching Tariff
No.26 (Part-II) effective from 1* April, 2008.

4.2 Basic Passenger fares for Shatabdi Express Trains, Jan Shatabdi Express
Trains, Garib Rath Express Trains, Rajdhani Express Trains (Peak and Lean
Seasons) and Season Tickets have also been published in the IRCA Coaching
Tariff No. 26 (Part Il). There will be no change in the existing fares for these
trains.

5. These instructions will be applicable with effect from 1* April, 2009.

6. The above changes will come into effect for journeys commencing
on and after 1.4.2009: The revised fares will also apply to tickets issued in
advance. Until new card tickets are printed, old card tickets may be issued after
making necessary corrections in fares printed on such tickets in advance. Such
alterations should be made with a stamp or in ink. A suitable notice in the Press
should be given advising that till such time new card tickets are printed and made
available, the existing card tickets with alterations in fares on such tickets would
be issued.

fi. Refund: ॥ the cases of tickets already issued at pre-revised rates, refund
of difference of fares shall be granted in accordance with the provisions
contained under Para 13 of Board’s letter No TC-II/2910/2007 dated 23.3.2007.

8. Other charges: There shall be no change in all other charges currently
levied on passenger traffic and not mentioned in this circular.

9. Special arrangements should be made to ensure that necessary
instructions reach the staff well in time. Steps should also be taken to ensure
that the staff fully understand these changes and implement them properly.
Commercial Officers, Commercial Inspectors & TIAs should visit and also
conduct surprise checks at all stations to ensure that fares & other charges are
levied and tickets issued as per the revised rate
