of Military Special Trains.
In this regard, it is to state that Military Special Trains are charged as per policy
guidelines issued by Railway Board from time to time. Copy of the same is enclosed
herewith.
Freight charges are levied by Goods clerk as per actual pattern of movement. It is,
therefore, requested that field units of Defence may coordinate with Sr.DCM of the
concerned Divisional Railway for getting the issues resolved at hand.

It is intimated that this office had approached PCA(Fys), Kolkata
~ ~"\~~ith respect to large number of outstanding payment issues related to
peacetime move of military special trains.
REFUND OF EXCESS TARIFF LEVIED BY INDIAN
RAILWAYS IN RESPECT OF RED WARRANTS

PCA (Fys) vide its letter No Rly/AT/1/1004/Core dated 19 Sep 22
(copy encl) has' informed that the payments are outstanding due to want
of clarifications sought from various Railway Zones . on the payment
claimed vide ty'IC Notes/ Red Warrants. The details are as under:-
(a)
Refund of Rs. 73,09,68,333 (Rupees Seventy Three Cr Nine
Lakh Sixty Eight Thousand Three Hundred Thirty Three) against
objections raised for the period 2006 to 2017 (Annexure-B to PCA
(Fys) refers).

Objections amounting to Rs. 36,74,78,955 (Rupees Thirty

Six Cr Seventy Four Lakhs Seventy Eight Thousand Nine Hundred
Fifty Five) raised during the current FY .upto Aug 22. This has

Non-provision of calculation sheet for audit of MC Notes by
Zonal' Rlys, due to which 3842 MC Notes. of' Rs 49,44,43,512
(Rupees Forty Nine Cr Forty Four Lakhs Forty Three Thousand
Five Hundred Twelve) remain unaudited. (Annexure:£_ to PCA
(Fys) letter No Rly/AT/1/1004/Core dated 19 Sep 22 refers).

Audit of Red Warrants of South Eastern Railways. Five
revised MCNs submitted after more than one year from date of
original bill claiming that these were undercharged for an amount
of Rs 1.45 Cr, which is not acceptable in audit. (Annexure-G to
PCA (Fys) letter No Rly/AT/1/1004/Core dated 19 Sep 22 refers).
(e)
Audit in respect of North East Frontier Railways.
Revised calculation of 0.62 Cr submitted after one & a half year
after original bill. The same is not acceptable in audit. (Annexure-
H to PCA (Fys) letter No Rly/AT/1/1004/Core dated 19 Sep .22
refers).

It is requested that above cases may please be looked into and
concerned Zonal Rlys may be· directed to initiate necessary action for
settling the observations at the earliest.
