The matter has been reviewed and in supersession of all earlier instructions, it has been decided to revise the guidelines of Para 2.6 of Corrigendum No.I I under reference (i) regarding Debit/Credit Scheme of Demurrage, as given below- "2.6 Debit/Credit Scheme of Demurrage- Whenever a customer is able to handle wagons in less than the permissible free time, resulting in earning of credit hours, the credit hours so earned will be adjusted to the extent of 100% against the debit hours, as per following terms and conditions- a. The adjustment will be done on monthly basis across same type of stock (i.e. Open wagons or Flat Wagons or Hopper Wagons or Covered Wagons) and same type of operation (i.e. loading or unloading). b. Demurrage Charge will be levied on the basis of net debit hours. c. No refund will be admissible for credit hours. d. Extant guidelines regarding wavier of demurrage will continue to be applicable as per schedule of power vested with competent authority. e. The scheme shall be applicable for the goods traffic dealt at all kinds of freight terminals e.g.goods sheds, private sidings, PFTs, EOL terminals etc. f. This scheme will be permitted terminal wise based on the Customer ID. (i.e. a customer handling traffic at multiple terminals may avail this benefit for each terminal separately and clubbing of debit/credit hours for different terminals will not be allowed) g. Rakes, on which Penal Demurrage has been applied, will be dealt separately. In other words, such rakes will not be taken into account under Debit/Credit Scheme. h. Demurrage bill for a month will be prepared latest by the end of the first week of next month. 1. This will be a voluntary scheme. Interested customer may approach PCCM of concerned Zonal Railway to avail the facility of debit/credit scheme. In case of EOL sidings, the debit/credit scheme will not be permitted for the purpose of Engine Hire Charge." k. Details of customer and terminal wise Debit/Credit hours of Demurrage may be shared with Accounts Deptt. alongwith Goods Balance Sheet through system(TMS/FOIS) as per extant guidelines. FOIS/CRIS will design utility for accountal of debit/credit hours. These guidelines will be effective from 01.09.2021.
