Please refer to NR's letter No.1-AC/OVJl/LSR/R dt. 25.07.2022 seeking clarification 
regarding charging freight on Through Distance Basis. 
Extant guidelines regarding charging freight on Through Distance basis and Shunting 
Charge are prescribed vide Board's circulars under reference. 
The matter has been examined and clarifications are given below:

Clarification 
(a) 
Will the system of charging As per extant guidelines, the system of charging 
freight on through distance freight on through distance basis is permitted in

(ii)Shunting Charge is leviable for utilization of 
railway locomotive in shunting operation during 
placement/removal of rake.

freight on Through Distance 
basis be applicable at private 
sidings 
which 
are 
non- 
electrified but the section ts 
electrified and the traction 
changing does not take place at 
the serving station but at a 
station/yard before the serving 
station depending upon the 
operational feasibility? 
As per extant guidelines, the system of charging 
freight on through distance basis is not allowed 
when inward rake coming on electric power upto 
serving station are subsequently taken by diesel 
power into the siding and also when outward rake 
moved by diesel power upto serving station from 
siding are subsequently moved by electric power. 
If section is electrified but private siding is non- 
electrified or vice versa, then movement of rake 
from/to siding will involve change of traction. As 
per the spirit of Board's guidelines, such a case 
does not qualify the criteria for charging freight on 
through distance basis. 
This issues through consultative process with Trafffic Transportation and Finance 
directorates of Railway Board.
