Sub: Premium Indent Scheme (Compendium of extant guidelines) Board’s Letter No. & Date EXTANT GUIDELINES Rates Circular No. 32 of 2020 (No.TC-1/2020/101/ efile/1 dt.11.12.2020) Insertion of additional Para 201 (21) in the Chapter-II of Goods Tariff No.41 Part-I (Vol-1), as given below- “201 (21) Premium indent- a. The scheme shall be optional. b. In sidings, the customer can indicate a date of supply of rakes and also indicate whether he will load if the rake is supplied after due date on Normal tariff rate. c. The customer shall be required to pay 5% premium on normal freight which shall be deposited in advance. If the rake is supplied later than the indicated date on the indent, the premium paid will be adjusted against the normal freight. d. In the goods shed also, customer will be permitted to place premium indent. Customer will get priority for allocation on two days as notified under Preferential Traffic Order issued by Traffic Transportation directorate of Railway Board from time to time. However, on other days normal order of priority of indents will follow. e. Premium Indent once placed cannot be withdrawn; withdrawal of the indent shall invite forfeiture of the premium paid. f. This premium indent policy will not be applicable to restricted destinations and destinations regulated by quota” No.TC- I/2020/101/efile/1(3323942) dt.08.01.2021 (i) As regards accounting of Premium Charge, Accounts Directorate has advised that Premium Charge be accounted for as WRF is accounted. However, Premium Charge be shown separately in the balance sheet. (ii) In case of arrangement of consignor paying WRF while placing indent and consignee paying the Freight, WRF and Premium Charge is to be paid at the time of placing indent and adjusted at the time of preparation of RR, as per requirement of trade. (iii)In case of customer exempted from WRF, the option of making payment of Premium Charge at the time of placing indents exists while ensuring (i) above. No.TC- I/2020/101/efile/1(3323942) dt.12.01.2021 For TFA destinations, indents cannot be accepted. But for day to day temporary restrictions, indents can be accepted. However, supply date for a premium indent cannot be a date on which a terminal/good shed is restricted. Hence, the logic for premium indent should take care of supply date not clashing with the date on which there is temporary restriction for goods shed or siding. As regards destinations regulated by quota, Board’s guidelines issued from time to time be followed. No.TC- I/2020/101/efile/1(3323942) dt.25.01.2021 The customer is required to pay 5% Premium charge on normal freight, which will be worked out on the base freight rate of applicable class for the commodity to be transported, distance for transportation, PCC of wagon and standard rake size, without levy of any other charge. Corrigendum to Rates Circular No. 32 of 2020 (No.TC-1/2020/101/efile/1 (3323942, dt.26.02.2021) In partial modification to the extant guidelines it has been decided to revise the rate of Premium Charge from 5% to 15% on normal freight till 30.06.2021. A review of the rate may be done by 15.06.2021. In case of Goods Sheds, Premium Indent is applicable on two days of a week i.e. Monday and Friday as per PTO. Now Premium Indent will be applicable on these days from Sidings as well till further advice. Corrigendum No.2 to Rates Circular No. 32 of 2020 (No.TC-1/2020/101/efile/1 (3323942) dt.11.03.2021) It has been decided that the premium indent will stand cancelled and premium amount shall be refunded in case rake is not supplied to the Customer on the requested date, except in case where stacking permission has been granted. In cases where stacking permission to a Premium Indent is already granted, the premium amount shall be retained until supply of rake.
