MoU between Ministry of Railways and Central Bureau of Communication (CBC) 2. Board’s letter of even no. dated 02.05.2024 Please refer to the Memorandum of Understanding (MoU) signed between Ministry of Railways and Central Bureau of Communication (CBC) for dissemination of advertisements of various government ministries, departments and organizations on the assets available over Indian Railways. Zonal Railways, vide letter dated 02.05.2024, were advised to take necessary steps and be in a state of readiness to ensure speedy execution of the work of government campaigns, including empanelment of vendors. 2. In this regard, the issues regarding rates for vinyl wrapping and method of payment by CBC have been deliberated in Board’s office and Board has decided as under: Rates for vinyl wrapping Applicable CBC Rates The following rates shall be applicable for vinyl wrapping contracts awarded to various government ministries, departments and organizations: Applicable rates (Rs. Per a per month excluding GS Category of trains Shatabdi, Rajdhani, and local trains in four metro cities (Delhi, Mumbai, 125 Chennai, Kolkata) Trains operating in North Eastern states, Jammu and Kashmir, or long- distance express trains passing through major cities (long distance being over 500 km) Express trains passing through smaller cities, mail trains connecting major cities, and all other remaining trains _4- 19 bn reer 26\0S|202S 2 Post payment by CBC may be considered for next six months with tri- monthly reconciliation. Method of payment by Zonal Railways shall review the dues and received amount & submit a CBC report to Board's office for review after six months from the date of start of the contract. Following instructions may also be complied in this regard: ii. iii. As per Article 2 of para 6 of MOU signed between Ministry of Railway and CBC, for vinyl wrapping contract, minimum number of coaches shall be kept at 06 and minimum duration shall be 04 months. Nominated Railway officer shall co-ordinate with CBC for empanelment and execution of operational aspects as per terms & conditions of MOU. Zonal Railways shall ensure that all G2G advertisements are routed through CBC, as far as possible, and not through e-auction/tender in the open market. Zonal Railways shall take all necessary steps and be in a state of readiness to ensure speedy iv. execution of the work of government campaign. 3, All other terms and conditions of Board's instruction dated 02.05.2024 shall remain the same.
