The works related to customer amenities at goods sheds, parcel
offices, luggage facilities, and passenger areas are categorized under PH-
53. It has been observed that some of these projects involve substantial
investments, necessitating a holistic assessment and careful analysis.
Objective is to ensure that Commercial Officers to demand essential
facilities and cut non essential ones. Also enhancing earning potential of
the place under development must be in focus.
Earlier, certain guidelines were issued for processing PH-53
proposals, such as the comprehensive checklist for goods shed proposals
etc. To further streamline the processing of PH-53 proposals and ensure
that no critical aspects are overlooked, the following additional
guidelines are being issued.
A. For Goods Sheds Proposals
1. Proper justification of the proposals.
2. The Checklist issued vide Railway Board's letter should be filled
properly and a signed copy should be uploaded on IRPSM.
3. If, ROR is required (in some of the cases, i.e; - Catering facilities,
Warehousing, Mechanised Handling), vetted copy of ROR should be
uploaded on IRPSM.
4. Summary of item wise scope of works and their cost break up should
also be uploaded on IRPSM.
5. Railway must ensure that there should no split of work.
6. CTPM views on the Goods Sheds proposal may also be attached with
the proposals.

B. For Parcel Office
l. Proper justification of the proposals.
2. The Checklist enclosed with letter should be filled properly and a
signed copy should be uploaded on IRPSM.
3. Traffic potential of the parcel office and it should align with
theproposed investment.
4. Summary of item wise scope of works and their cost breakup.
5. Railway must ensure that there should no split of work.
6. CCM/FM views on the Parcel Office proposal may also be attached
with the proposals.
C. Passenger Service
l. Proper justification of the proposals.
2. The Checklist issued vide Railway Board's letter should be filled
properly and a signed copy should be uploaded on IRPSM.
3. Summary of item wise scope of works and their cost breakup should
also be uploaded on IRPSM.
4. Railway must ensure that there should no split of work.
5. Railways should ensure that the work proposed is commensurate
with the coaching revenue of the station.
6. Avenues for commercial potential and exploitation should be mapped
comprehensively.
7. Care should be taken so that pedestrians can enter/ exit stations
safely from an exclusive lane.
8. Floor areas should be easy to clean and be non-slippery for
passengers.
9. Air circulation should be ensured in closed spaced; air conditioning to
be done only where essential.
l 0. Green measures e.g. water recycling plants, renewable energy
(various rating certifications) should be promoted.
11. CCM/(PM or PS) views on the Station Development proposal may
also be attached with the proposals.
Zonal Railways are requested to issue instructions/guidelines to the
concerned officials, ensuring strict adherence to the aforementioned
guidelines while processing PH-53 proposals.
