Please refer to Board’s letters under ref-(iii) and (v), wherein Zonal Railways were
requested to utilize provisions of the CPLP for dealing cases related to leasing of SLRs in
trains with LHB rake. However, various representations are still being received from Railways
seeking specific guidelines on the subject matter.
In this regard, it has come to the notice of Board that Western Railway has issued
certain guidelines vide their letter under ref-iv (copy enclosed) for leasing of SLRs (including
rear SLR) in trains with LHB rake.
The matter has been reviewed, and it has been decided that the Western Railway’s
model for leasing of SLRs (including rear SLR) in trains with LHB rake may be adopted by
all Zonal Railways, duly taking into account feasibility of the same and local conditions.
Zonal Railway may take necessary action accordingly.

In supersession / modification to this office interim / adhoc measures taken vide
letter dated 28.11.2019, it is proposed to adopt following procedure for uniformity of action
over this Railway in case of leasing of SLR after conversion of rake from ICF to:
a. Procedure for dealing with ongoing leased contracts of SLRs.
