Executive Summary 
 
A four-member SAG Committee was constituted to formulate Unified Subsidiary Rules to General Rules 9.12 
to be followed in Automatic Block System. Feedback from Zonal Railways has also been incorporated while 
framing these Rules.  
 
The main objective has been to provide clear instructions to Station Master, Loco Pilot and Train Manager 
for working of trains during failure of Automatic Signalling and to minimize the number of paper authorities 
to be issued to Loco Pilot and Train Manager during such failures. The salient aspects are as follows.  
 
1. New para 9.12/1 has been added that states that during failure of signal/s in Automatic Block System 
train operation will be done in accordance with rule-9.02 (DL) and rule-9.07 (SL). 
2. The forms – T/A 912, T/D 912, T/B 912, T/C 912, T/B 602 & T/510 have been reframed as per the 
conditions in which they are to be issued (including one or more of the following authorities): 
a) Condition of passing signal at ON 
b) Authority to Proceed without Line clear 
c) Circumstance under which authority is given 
d) Caution order specifying the Speed to be followed 
e) Line clear ticket 
T/C 912 – shall be used for sending Relief Engine/Train on the obstructed line in case of 
obstruction or accident in an Automatic Block Signalling section.  
3. Different procedures are being followed in various Zonal Railways for temporary single line working 
in Automatic Block Signalling territories. To standardize the various procedures being followed, a new 
form T/E-912 has been introduced “AUTHORITY FOR TEMPORARY SINGLE LINE WORKING ON DOUBLE 
LINE AUTOMATIC BLOCK SIGNALLING TERRITORIES”. 
4. Unified SR 9.12 has been framed to cater to train working rules in cases of failures which are common 
in nature to all zonal railways. Special cases would vary from railway to railway. In the proposed USR 
the basic principle of train operation during failure of Automatic Signalling in double line and single 
line section has been dealt with. The same principles should be used/applied for train operation in 
special cases (like Quadruple lines, Hexaple lines etc.) by the railways.  
5. Presently, no guideline is prescribed for passing a Semi-Automatic signal in ‘ON’ or defective 
condition. Provision of issuing form T/369(3b) has been made for the same. Standard format of 
T/369(3b) with relevant modification is also being issued along with the unified Subsidiary rule. T/A 
912 shall not be used for such cases. 
6. Use case of T/A 912 has been defined clearly and has not been used as a standalone authority. 
7. Fixed Telephone with CUG sim is being permitted as a means of communication. Following procedure 
is suggested: 
a)  The CUG phone may be used as FCT (Fixed Cellular Telephone). 
b)  Every Station should have a unique CUG number and the same should be mentioned in the 
Working Time Table.

c)   The CUG phone should be always with the ‘On Duty’ Station Master and handed over to the 
reliever in writing as per essential equipment. 
d)  CUG based FCT phone may be provided at the time of commissioning of Automatic Signalling 
Territory. 
8. The Unified Subsidiary Rule of General Rule 9.12 and relevant authority forms are attached. A
