The Principal Chief Commercial Managers,
All Zonal Railway/New Delhi.

SUB: Clarification regarding refund/reissue of tickets for unused Mail/
Express tickets to Halt Agents. ;

REF: CR letter no. C/708/RQ/Halt stations dated 04.06.2024.

In reference to above mentioned letter, the matter has been examined in
Board's office and it has been decided that the following procedure shall be
followed for reissue of tickets/refund of unused Mail/Express tickets to Halt
Agents:

1. In case pre-issued mail/express tickets are in the possession of Halt
Contractors.

Such unused tickets shall be non-issued and valid tickets may be issued after
adjusting the amount of non-issued tickets instead of allowing cash refund.

Division wise committee consist of TIAs and CMIs may , however, be constituted
to declare such unsold tickets as non-issued tickets as per rule and also to
follow prescribed guide lines for disposal /destruction of those non-issued
tickets.

This may however, be done on case to case basis after due deliberation and also
with the approval of Competent Authority.

II. In case, Contract of Halt contractors have since been expired.

Refund of unused mail/express tickets may be allowed, as a _ onetime
dispensation subject to the condition that Halt Contractors had either
surrendered their contracts or their contracts were expired. A Divisionai
Committee consisting of Sr. TIA & Commercial Inspector shall, however, be
constituted to examine such refund cases on case to case basis.

Subsequently, Principal Chief Commercial Manager of the Railways, with the
concurrence of concerned FA&CAO/T, may approve refund for the said halt
tickets.

Ill. Due diligence/procedure shall invariably be followed for disposal of such
tickets.

IV. Disposal/refund of unsold mail express tickets issued to Halt Agent shall be
tallied with the stock register of serving station to genuineness of the said
unsold tickets.

V. Balance/Sheet of the serving station during the unused mail express tickets
to Halt Agent by a team consisting of Sr. TIA and CMI of concerned station.

This issues with the concurrence of Finance Directorate of Ministry of
Railways.
