Please refer to this office letter of even number dated 17.5.99, 8.6.99, - 15,9.99, 8.9.2000 and.28.11.2000 on the subject quoted above. oe 1. Clarifications have been sought for by some of the Zonal Railways regarding * ‘appointment of halt contractors, their contractual period, commission of the halt agents, their qualifications etc. These issues have been examined in the ' Board’s office and necessary guidelines/clarifications fo be followed by the . Zonal Railways are as under: () In the Board’s letter (corrigendum) dtd 15.9.99 it was stipulated that the period of contract shall be 3 years and thereafter fresh contract shall be awarded by calling for fresh applications. The matter has been reviewed and it has been decided that the initial period of contract should be 5 years instead of 3 years and thereafter fresh contract shall be awarded after calling for fresh applications. The existing halt contractor should also be eligible to apply. Action should be taken well in advance to issue fresh application for appointment of halt contractors. 6 (ii) The halt contractors who have been appointed on the basis of new policy guidelines issued vide Board’s letter No.99/TGIV/Halts/Policy dated. _ 17.5.9, the contract period of 3 years, may be revised to 5 years. (iit) The existing halt contractors who were appointed prior to the issue of the revised policy should be given one time extension upto 16.5.2004 i.e. for 5 years from the date of issue ‘of the revised policy on 17.5.2000 as per the terms and conditions mentioned in the revised policy and "subject to the performance of the contractor has been found satisfactory and Railways dues have been paid in time. Since many of the existing ~99— halt contractors may not fulfil the minimum educational qualifications as prescribed in the new policy, this requirement need not be insisted upon. The existing halt contractors should, however, be advised to enter a new agreément and the policy instructions ‘including payment of commission etc. will come into force from the date they enter into the new agreement. 2. The commission payable to the halt contractor will be on the basis of the individual month’s transaction and not on the basis of monthly average sales turnover for the entire year. lee} ou eeen -. 3. The insiruction relating to booking zone of the halt station as mentioned in para (viii) of Board’s letter No.99/TGIV/Halts/Policy dated 17.5.99 are to cover. the minimum facility and the Zonal Railways are however, free to take their decision to ensure that halt agents issue tickets in maximum number of cases so that the evil of ticketless travel is not encouraged . 4. In the Agreement, a clause may be introduced that change/amendiment/ modification made in the policy from time to time will automatically be - applicable to the existing license holders without any further action on the part of the Railways. a 5. Necessary action in this regard may please be taken. at the. earliest. and a compliance report sent to this office. .
