Sub: Operational clearance/ NOC for leasing of parcel space in

Parcel Vans.

In terms of the extant policy provisions on the subject, as stipulated in the
Comprehensive Parcel Leasing Policy (CPLP), operational clearance/ NOCs is to be
obtained from the Zonal Railway at the other-end, before inviting tenders for leasing
of parcel space of the Parcel Vans.

In this regard, it has come to notice that some of the Zonal Railways, while
granting NOCs with the condition that unloading/ loading of consignments from/in the
Parcel Van to be done from platform only, do not mention the total duration/ time
available and permitted for unloading/ loading operation, which at times adversely
affects the execution of contract.

It is, therefore, requested that henceforth Zonal Railways -- while granting such
conditional NOCs for unloading/ loading at platform -- must mention the total

duration/ time available for unloading/ loading operations, so that same could be

incorporated in the terms and conditions of the tender documents.

While granting such conditional NOCs for unloading/ loading at platform,
Zonal Railways must also ensure:

i. Right time departure of train(s) from the originating station;
ii. Unloading/ loading at en-route station(s) to be done within the scheduled
stoppage time of the train at that station(s); and
iii. Punctuality of the train.

This issues in consultation with the Coaching Directorate of Railway Board.
