Sub:- Amendment in LSFTO policy para-2.7 .

Ref:- FM Master Circular/LSFTO/2020/0 dt. 16.03.2020

The following amendments are made to the Liberalized Special Freight Train
Operator (LSFTO) Scheme issued vide master circular under reference :-

2.7 “High Capacity Wagon”
means ‘Special Purpose
Wagons’ notified by IR, based
on various designs and
carrying capacity of similar
types, available with IR,
which have increased through
put per train beyond 10%

Capacity Wagons, if inducted
by the operator, resulting in
increase in throughput per
train beyond 10%, an
additional freight rebate of 2%
shall be granted on base
freight for each increase of
10% in throughput per train
subject to a maximum rebate
of 10% for the additional
tonnage carried for a period of
twenty years. The additional
freight rebate will be
applicable only on_ the
incremental throughput. (The
methodology is annexed for
ready reference).

2.7 “High Capacity Wagon” means ‘Special Purpose Wagons'

have increased through put per train beyond 10%.

The status of the wagon-type identified as 'HCW' under
the policy shall be reviewed annually (cut-off date 31st
March) by the Freight Marketing Directorate in MoR, by
comparing the throughput of these wagons with the

comparing the throughput per rake of these wagons with the
highest throughput of rake of similar type of wagons running
on IR.

11.3.1.1 - If the increase in through put per rake of LSFTO's
wagons over a rake of similar type of wagons available with
IR is more than 10%, the wagons of the LSFTO shall be
retained as HCW for the succeeding one year and the
additional freight rebate of 2% as specified in 11.3 shall
remain applicable during the said period.

11.3.1.2 - If the said increase in throughput is 10% or less,
the wagons shall no longer qualify as HCW. Further, fresh

inductions of the said wagon type shall not be eligible for the
additional freight rebate.

(2) This issues with the concurrence of Finance Directorate of Ministry of Railways.

(3) All other terms and conditions will remain unchanged.
