AMENDMENT NO. 03 TO FM MASTER CIRCULAR GPWIS/2018/0 Sub: GENERAL PURPOSE WAGON INVESTMENT SCHEME (GPWIS) Ref: Freight Marketing Master Circular GPWIS/2018/0 issued under Board’s letter of even No. dated 24.04.2018 के के के ने के Attention is invited to FM Circular under reference wherein policy on General Purpose Wagon Investment Scheme has been issued. The matter of carriage of third-party consignments in wagons procured under this Schemes has been further deliberated upon. This provision is already in existence for wagons procured by PSUs, Central Public Sector Enterprises, Logistics providers, Port Owners/Port Rail Companies, and Mine Owners. ea To further enhance the utilization of rolling-stock, Competent Authority have now decided that the carriage of third-party consignments in empty direction/leg shall also be permitted for wagons procured by ‘producers or consumers of goods (end-users)’. 3. Accordingly, the following paragraph (para 12A) is hereby added after para 12 in Chapter-III of the ‘Detailed Guidelines on Implementation of GP WIS’: 12A The investing party may be allowed to load consignments of third-party (a party other than the investing party) in GPWIS rakes, subject to the following conditions: 12A.1 The details of third-party (name of the party/parties, leg of the circuit, commodity to be loaded) shall be provided at the time of obtaining approval for any circuit. 12A.2 All the approved users (including investing party as well as third party/ parties) for each leg of the circuit will be tagged with the rake in GPWIS module of FOIS. These parties shall be known as ‘authorized users’. 12A.4 For the loading done by the investing party, freight rebate as defined in the Scheme shall be granted upfront at the time of preparation of RR. However, for loadings done by the third parties, an amount equivalent to the freight rebate as applicable under the Scheme shall be determined at the time of preparation of RR and subsequently credited C) Ae Contd...2/- aes Marketing Circular No.26 of 2019 Be to the investing party. The same shall be reckoned for the purpose of calculating the quantum of rebate granted under the Scheme. 12A.5 Nonetheless, for the rakes procured by ‘producers or consumers of the goods (end-users)’, it must be ensured that the consignment in at least one leg of the circuit shall be of the end-user only - i.e. the consignor/consignee shall be the end-user. 4. Para 5 of Chapter - III is hereby modified as under: The rakes procured under the scheme shall not be utilized by any entity other than the authorized users. However, this condition shall not apply in case where the rakes are loaded by Indian Railways in the return direction. 3 This issues with the concurrence of Finance Directorate of Ministry of Railways. 6.
