Sub: Corrigendum to 'Policy Guidelines  Halt Stations'. 
Ref: 
Halt Stations -
Master Circular dated 18.11.2019. 
The guidelines have been reviewed. After careful consideration, the Competent 
Authority have now approved Para 9.0 of Master Circular/Halts 20 19/0 dated 18.11.2019, the 
following modifications in the Policy. 
III. 
IIL(a) Existing Guidelines: 
Para 9.0 Closure of Halt Station For closing an existing halt 
station, the State Governments need not be consulted unless the opening of such a halt was in 
consultation with them or at their instance. If the halt station is unremunerative and also not justified 
on passengeamenity grounds, it could be closed by the Railway Administration itself. Zona! Railways 
should consider the closure of halt stations where average number of passengers is less than 25 per 
dav (outward) on branch lines and less than 50 per day (outward) on main lines. There is no need to 
obtain the views of the ZRUCC/DRUCC before closure of such stations." 
(b) Para 9.0 Closure of Halt Station replaced as under : 
Para y,0 Closure of Halt Station : No Zonal Railway shall close any halt station without 
obtaining prior approval from the Railway Board. Any proposal for closure must be submitted 
to the Railway Board with comprehensive details, including passenger traffic data, financial 
implications, and an assessment of the socio-economic impact on the affected region."
