Dear sir,
Secret Ballot Election Committee, constituted vide Railway Board's Order No.
ERB-I/2012/23/49
dated
09.11.2012
had
finalized
norms
for
recognition
of
Federations in consultation with the contesting unions, which were circulated vide
the Committee's letter No. SBEC/Union Election/2012/Modalities dated 25.03.2013.
These norms are as follows:
i.
For the purpose of recognition of Federation by the Ministry of Railways
(Railway Board) "Railway Federation" means the federated body of such
Railway Unions which are registered under Trade Union Act, 1926 and
exclusively represent the interest of all categories of non gazetted employees
(erstwhile Group C and Group D) of Railways.
ii.
The Railway Federation should have been existing or registered as such for at
least one year as on 31.12.2011.
iii.
The
constituent
Trade
Unions of Railway Federation should have got
recognition in over half of the Zonal railways (at least in 9 out of 17 Zonal
Railways) based on 2013 union elections conducted by Secret Ballot Election
Committee.
iv.
The constituent unions of the Federation should have collectively got at least
20% of votes polled on all Indian Railway basis in 2013 Union election.
v.
The recognition of Railway Federation shall be extended by Railway Board to
those Federations which fulfill all the above criteria.
Since only two Federations, namely AIRF and NFIR, have succeeded in
fulfilling
all
the
above
norms
of
recognition
of
Federations, the
Committee
recommended for granting recognition to these two Federations(AIRF and NFIR) for
a period of six years.
2.
Consequent
upon
the
recommendation
of
the
Secret
Ballot
Election
Committee on the basis of the norms decided for the purpose and results of secret
ballot ejections conducted from 25.04.2013 to 27.04.2013, it has been decided by

·Board(MS & CRG) to accord recognition to the two Federations namely All India
Railwaymen's
Federation(AIRF)
and
National
Federation
of
Indian
Railwaymen(NFIR) at Railway Board level for a period of six years subject to the
following conditions:
i.
The Federation and their affiliated Unions on Zonal Railways at all time should
follow provision contained in Chapters XXV(Part B & C) and XXVI of Indian
Railway Establishment Manual, volume-H.
ii.
No person who is not an employee or an honorably retired railway employee
shall hold any position in the Federation. Facilities from Railways shall be
extended only to the office bearers of the Federation.
iii.
A copy of the constitution of the Federation as in force at present may be
supplied to the Railway Board with 5 spare copies. Any amendment to the
constitution in future should be advised to Railway Board within 15 days of its
incorporation.
iv.
The Railway Board should be supplied regularly with copies of the rules of the
Federation and amendment thereto as also annual list of its office bearers.
v.
The Federation shall not maintain any political fund.
vi.
The Federation should use their influence and take steps to prevent illegal
action calculated to interfere with the working of the Railway.
vii.
The Federation should refrain from encouraging any divisive tactics based on
any distinction of caste, creed, category, regions or railways. The overall
interest of all categories of non-gazetted employees(Group C and erstwhile
Group D) of Railways should be kept uppermost.
viii.
The recognition may be withdrawn or suspended if there is violation of any of
the clauses mentioned above.
3.
Please acknowledge receipt and return a copy of the recognition letter duly
signed as a token of acceptance of conditions.
